PURPOSE: APPROVE APPOINTMENTS TO THE DIVERSITY, EQUITY
AND INCLUSION COMMITTEE AND TRANSIT ADVISORY
BOARD

BE IT RESOLVED by the Common Council of the City of Oshkosh that the
appointment to the various boards are made by Mayor Lori Palmeri, as attached hereto,
and are hereby approved.

Do you have any other previous experience, My current employment offers me the opportunity to be
special qualifications or technical training, more attuned to the psychological and social needs of
that would be relevant to the position that vulnerable Oshkosh populations. My graduate school
you are interested in? training in diversity factors and ethical issues also makes
me well suited for the position. I have also engaged in
various research projects focusing on biopsychosocial
factors impacting mental and physical health disparities,
chemical dependency issues, barriers to help-seeking
behaviors for LGBTQ men experience sexual assault, as
well as mental health concerns among incarcerated
populations. I have also served as a member of the
Institutional Review Board at UW-Milwaukee for 3 years,
where I helped to minimize risks and to maximize the
potential for benefit from human subjects' who participate
in research while ensuring equity in research endeavors.
Outside of my professional experiences, I believe that my
identity as a member of the LGBTQ community offers me
a unique perspective that I believe would be beneficial to
the aims of the committee.

Do you have any other previous experience, I am a Hmong descent, resided in Oshkosh from 1987 -
special qualifications or technical training, 2002, currently live in the Town of Algoma since 2002,
that would be relevant to the position that graduated from the University of Wisconsin- Oshkosh in
you are interested in? 1994, served as the first female president for the Hmong
Student Union at UW-Oshkosh in the early 1990's, raised a
family here, put my children through school from K - 12,
and have watched Oshkosh grown over the years from a
pretty much white community to the community we see
today. Serving as the first Hmong female president for the
Hmong Service Center, Inc. as well as on other committees
such as the Unity in Community, Diversity, and Northeast
Wisconsin Hmong Professional, have allowed me the
opportunities to engage and involve with both the Hmong
community and the larger community The pride and
passion as a long time resident in this area and the
experiences over the years serving this community can be
contributed to help make the City of Oshkosh a better and
more diverse community for everyone.

Do you have any other previous experience, As an African-American male, my perspective on diversity
special qualifications or technical training, and inclusion as it relates to items including education,
that would be relevant to the position that community outreach, and finding ways to eliminate
you are interested in? systemic oppression of marginalized groups has always
been at the forefront of my mind and important to me as it
relates to creating change. While I have not yet served on
any formal commissions or committees, I have served in
numerous volunteer roles, creative and diverse work roles
that make me an excellent fit for this board position. I am
excited about the opportunity to join Oshkosh's Diversity,
Equity, and Inclusion Committee. Personally, I've dealt
with overt racism throughout my life and it's time to put at
end to not only racism but discrimination of any sort that
does not promote an inclusive environment. I have a unique
ability to creatively express the importance of diversity and
inclusion and have showcased my commitment to this area
through my volunteer and work experiences, which you can
find below. I have volunteered for organizations including
Milwaukee Rescue Mission, Milwaukee Repertory Theater,
Milwaukee Public Schools,Next Generation Programming,
and local churches' after school programming in the inner
city of Chicago and Milwaukee. These experiences
highlight my constant drive to meet people who have
diverse backgrounds and experiences working with kids of
all backgrounds but especially working with inner-city
children and people of color and understanding their
hardships and life. My ability to understand the
perspectives of the oppressed and be able to walk in their
shoes as a black man will bode well when thinking of areas
to change including city policies, community initiatives,
education, police reform, and new programming that feels
more inclusive for everyone. Lastly, I have volunteered
with back-to-school bashes and mentor talks with students
who attend alternative schools and have provided my
perspective to inspire youth and especially young black
men who are looking to create a career and pathway to
success. While in college, I served as a Diversity Peer
Educator for McCormick Hall in 2015, Marquette's largest
freshman dorm hall of over 900 students. I put on
programming including a cultural potluck, community
conversations that included talks on race, sexual
orientation, religion, and other topics related to someone's
identity I also wrote for the Arts & Entertainment
department at Marquette's student newspaper, addressing

issues including racism, social class, education inequality
through dissecting movie reviews and diversity
programming on Marquette's campus. In addition, I
participated in Marquette's CommUNITY program, which
allows students to take courses on cultural and diverse
sensitivity and training throughout an entire academic year
My willingness to learn about other cultures and people
(especially as it relates to the black experience) is vital for
this board position where you need to bring every
perspective to the table. I am not afraid to speak out for
what is right, which includes a constant pursuit to address
inequality in any way, shape, or form and promote
inclusivity Handling marketing and communication in my
career, including working for a minor league baseball team
in social media and marketing in Pennsylvania and
currently overseeing the Wisconsin Herd's marketing and
digital department, allows me to make an impact in many
areas related to diversity and inclusion and address many
social issues as it relates to race, equality, class and many
other areas from a company-wide perspective. For
example, I created a campaign that highlighted the black
voices of the Herd to promote Black Lives Matter and
equality and inclusion in response to George Floyd's death,
created unique messaging around Pride month, and set up
resources and pages on our website for people to educate
themselves on black history and Juneteenth. I believe using
sports as a vehicle to drive change and bring people
together is vital and will serve me well for a forward-facing
board position where you are working, communicating
with, and impacting many stakeholders within the City of
Oshkosh and its community See the resource page I

describes why you wish to serve on the perspective of a young professional who is also a minority,
above Board/Commission. but also provide tangible areas and ways to drive
conversations to incorporate more diversity and inclusion
programs and policies for Oshkosh and its community I
would find ways to create community events that celebrate
cultural differences (whether that be a Juneteenth
celebration, Veterans parade or Pride street fest)that focus
on discussing social issues, listening to the perspectives of
key city stakeholders including police offers, and use
volunteering as a way to build bridges between people.
Working for one of the more recognized brands and
companies in Oshkosh provides me with a seat at the table
as it relates to working with other large community and for-
profit companies in the area. There is an immense
opportunity to create annual seminars on cultural sensitivity

training for Oshkosh companies, create or update more
young professional groups to include people of color in the
Oshkosh area, develop high school programs that focus on
developing minorities and females into future leaders,
establishing chapters for organizations including the
National Urban League in Oshkosh, working with the
University of Oshkosh to create more
pipeline/education/internship opportunities for people of
color and females and as it relates to community outreach,
coming up with events for Pride Month, Black History
Month and National Women's Day to not only recognize,
but celebrate diversity Volunteering is one of the best
ways to learn about the perspective of others and
establishing a volunteer initiative for companies to
participate in city-wide events for one week throughout a
calendar year is another method of how we can start to
make Oshkosh more inclusive for all through service.
