Roll call was taken and a quorum declared present. The minutes of May 11, 2020 and Closed Session May 11, 2020 were approved as distributed. (Belter/Hintz). Public Hearing Spot Blight 1014 Wisconsin St No one appeared for the public hearing 20-13 Approve Spot Blight Designation; Approve Acquisition of Property at 1014 Wisconsin Street ($37,000) Motion by Belter to move Res. 20-13 Seconded by Hintz. Ms. Palmeri asked if this was the property the Housing Authority was interested in using for University students that are homeless. Mr. Davis responded yes. Mr. Hintz inquired if the current house would need to be demolished since the pictures show that it would need a lot of work. Mr. Davis responded the house would be demolished and the Housing Authority would build on that site. Ms. Palermi asked if there would be any asbestos removal. Mr. Davis stated that is estimated in the demolition amount of $10,000. The item was called. Motion carried 4-0. RDA Minutes May 20, 2020 Page 2 20-14 Approve Addendum “B” to Offer to Purchase for an Extension to Purchase Vacant Property on South Main Street between 7th Avenue And 8th Avenue; Sawdust District Lofts-Oshkosh, LLC ($1.00) Motion by Belter to move Res. 20-14 Seconded by Hintz. Cal Schultz with Sawdust District Lofts-Oshkosh, LLC explained they were not awarded the credits this year. The 5 projects that were awarded funds were in Madison and Milwaukee. He stated WHEDA sets the scoring for awarding these funds and one of the reasons the project was not funded is because of scoring criteria for the price of rents. The rents in Oshkosh were too low for this round of funding compared to rents that Milwaukee and Madison get. Other funding options that are possible is a 4% program that is available year round and looking at other ways to structure the financing. Mr. Hintz inquired if the WHEDA board will change the scoring criteria since the scoring heavily favored Madison and Milwaukee. Cal stated he believes the WHEDA board will look at this scoring based on disappointment and input received from other communities. The WHEDA board approves the plan and scoring and then goes on to the Governor’s office for approval. The item was called. Motion carried 4-0. Budget Discussion Mr. Davis stated he has included a budget discussion for this agenda to give a heads up about a more detailed RDA budget that will be coming in summer and fall. In the past the RDA budget was more of a pass through budget with not many expenses. Mr. Hintz asked if this would lead to the RDA creating a strategic plan or an overall redevelopment plan for these funds. Mr. Davis stated the auditors have recommended funds that are used to acquire properties should be run through the RDA account instead of spread out through CDBG and CIP. Mr. Hintz stated looking at the budget would be a planning exercise for what redevelopment may occur within the year. Ms. Palmeri stated it would make sense to prioritize these funds and projects as part of an annual plan. (Belter/ Hintz) Respectfully submitted, Allen Davis Executive Director R E V I S E D REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH, WISCONSIN JULY 15, 2020 20-15 RESOLUTION (CARRIED_______LOST_______LAID OVER_______WITHDRAWN_______) PURPOSE: AUTHORIZE LAND DISPOSITION OF PORTION OF PROPERTY ALONG PIONEER DRIVE AT EASTERLY TERMINI OF EAST 7TH AVE TO BROOKLYN ASSOCIATION OF CONDOMINIUM OWNERS (ESTIMATED $40,500.00) BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that the generally located portion of property along Pioneer Drive at the easterly termini of East 7th Avenue is hereby declared surplus and the proper officials are hereby authorized and directed to execute any and all documents necessary to sell said property to Brooklyn Association of Condominium Owners for $3.00/sq. ft. based on a CSM to be created with an estimated total of 13,500 sq. ft. * Indicates revision * * TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: July 7, 2020 SUBJECT: July 15, 2020 RDA Agenda items 20-15 Authorize Land Disposition; Portion of Property along Pioneer Drive at Easterly Termini of East 7TH Avenue to Brooklyn Associates, LLC for $3.00/sq. ft. based on CSM to be created with an estimated sq. ft. of 13,500 ($40,500 estimate) Background The RDA acquired the Decade property in 2019. Since that time, the owners of the Brooklyn Office Building approached RDA staff regarding expanding their off-street parking since the redevelopment of Pioneer Drive into a riverwalk/linear park would eliminate neighboring off-street parking. City staff coordinated the demolition of 43 E. 7th Ave so that the existing pavement was not removed so that the off-street parking was preserved. The Brooklyn Office owners provided staff with a drawing of the parking layout that they preferred. That parking layout is attached. Analysis The Brooklyn Office Building owners, tenants and visitors have parked on the Decades/RDA property for years. The owners would like to create additional off-street parking for the Brooklyn Office building. The proposed layout appears to meet City codes. The existing pavement would be re-used and re-striped. No other changes are offered. The additional parking for the Brooklyn Office Building appears to be needed since every historical aerial photo shows Brooklyn Office cars on the Decade property. The proposed disposition of about 13,500 sq.ft. does not have a significant impact on the balance of the property for redevelopment purposes. The proposed acquisition is in the northwest corner of the RDA land and is configured to minimize the impact on the balance of RDA owned land. Fiscal Impact The Brooklyn Office owners are proposing to buy the land for $3.00 per square foot. The City Assessor has reported that the assessed value for land in this location would be about $3.00 per square foot. The sales price would be dependent on the total square feet to be purchased which will be determined when a CSM is done and a surveyor calculates the exact area of the parcel. The $3.00/sq.ft. proposed purchase price for about 13,500 sq.ft. would yield about $40,500. The RDA would also be relieved of on-going maintenance costs of the parcel. Recommendation The RDA authorizes Land Disposition; Portion of Property along Pioneer Drive at Easterly Termini of East 7TH Avenue to Brooklyn Associates, LLC for $3.00/sq. ft. based on CSM to be created with an estimated sq. ft. of 13,500 ($40,500 estimate) TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: July 7, 2020 SUBJECT: July 15, 2020 Agenda Item Community Gardens Discussion City Economic Development and Planning staff reviewed the parcels of land that the RDA owns looking for the best candidates for a possible community garden. The RDA currently owns and is marketing 16 residential lots in the City. These lots do not have any development barriers and staff has received inquiries in the lots. Staff will continue marketing these parcels for redevelopment. There are another 5 lots that could be candidates for a community garden. These lots have been either donated to the RDA and/or a blighted structure was removed. These lots could be candidates for community gardens because: 1. There has been little or no interest for the lots from potential buyers. 2. Neighbors have expressed an unwillingness to buy the lots for the Fair Market Value, if required. 3. No community partner has expressed interest in the lot. 4. The size and/or shape of the parcel makes it difficult to redevelop without combining with another parcel. The maps of the 5 possible parcels is attached for your review. The RDA owns the community garden and gathering space parcels in Middle Village. The RDA holds a maintenance agreement with the Neighborhood Association and a Conditional Use Permit for the land use of the parcels. TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: July 7, 2020 SUBJECT: July 15, 2020 Agenda Items EXECUTIVE DIRECTOR’S REPORT Menominee Nation Arena Update: Fox Valley Pro Basketball (FVPB) and Bayland have reached an agreement regarding Bayland’s claim. The City Attorney has been sending the RDA updates throughout the process. There is nothing for the RDA to do at this point. The City/RDA still intends to convey the land to FVPB when the bankruptcy case is resolved. Healthy Neighborhood Initiative: The next “Rock the Block” location which was Congress Field Neighborhood Association has been scheduled over several days in July and August, 2020. They have already identified more than 50 homes for improvements. Some of the projects will include City funds in addition to the renovation of the Congress Field Park. South Shore Redevelopment Area: 43 E 7th Ave/Rec Lanes/706 S. Main Street – Demolition is complete. Environmental testing and minimal remediation is being done. Restoration and seeding should be completed this summer. Staff is working on the Request for Proposal (RFP) that should be issued later this year. 9th Ave. crushing pile - Staff has informed the contractor that the crushing and stockpiling on the site must end this summer, when the 9th Ave. site is prepped and all crushing is completed for the site. Pioneer Area – Mr. Art Dumke continues to work with City staff to explore multiple development options and funding scenarios. The City drafted a TIF Plan for possible redevelopment and the City Council approved the TIF Plan on September 24, 2019. The site also qualifies for New Market Tax Credits and was included in an Opportunity Zone. 9th Avenue extension to CN Railroad – The street extension and undergrounding the overhead utilities has been submitted for a CIP request. The 9th Ave. extension and utility undergrounding was put in the CIP - Favorable Economic Conditions category in 2022-2023. Pioneer Drive Riverwalk – Staff submitted the WisDNR grant application due May 1, 2020. The result of the application may be determined by the end of the year. Boatworks Property – The Option was granted to Morgan Partners through Dec. 31, 2020 Marion & Pearl Redevelopment Area: Parcels H, I & J: The RDA has conveyed all three parcels to Merge in May. Merge reports that they will begin construction on parcel H, the BRIO building which also contains the Food Co-op, in July, 2020. Sawyer Street/Oshkosh Avenue Multi-modal Trail – WisDOT awarded the City $253,000 for extending the trail east from Punhoqua through Rainbow Memorial Park to the Sawyer Street/Oshkosh Avenue intersection in 2021. Staff is working on the environmental documents and the preliminary design for WisDOT approval.
