MAIN STREET BETWEEN 8TH AVENUE AND SOUTH PARK AVENUE The Planning Department has been working with Developers in the Sawdust District on potential plans for the District. The lack of parking in the area was an identified concern in this area. The Sawdust District plans calls for reconfiguring S. Main Street to address identified concerns. Currently, S. Main Street is scheduled for reconstruction in 2023 pending budgetary approval. In the interim, restriping the road from 4 lanes to 2 lanes would allow parking to be immediately added. Potentially 97 parking spaces could be added between S. 8th Street and South Park Avenue. The current traffic counts are as follows:  12,000 on S. Main between E. 8th Avenue and E. 9th Avenue  9,000 between W. 12th Avenue and South Park Avenue This traffic volume is similar to W. Murdock Avenue and could be supported by 1 lane of travel in each direction. S. Main Street is a connecting Highway in this area. This area is under City Maintenance. WISDOT does not have any significant concern with dropping a lane on this stretch of S. Main Street. The City would lose approximately $6,200 in interconnecting Highway Aide for maintenance from WISDOT. 2) REVIEW OF 2019 BIKE CRASHES Council Member Poeschl asked at the March 2020 Traffic and Parking Advisory meeting for a review of 2019 crashes involving bikes. I have performed a review of these crashes. I did not notice a trend. Only one crash involved bike lanes, a few crashes involved bikes on sidewalks, a couple crashes involved faulty brakes. As you know, there is an ongoing debate on whether bikes are safest on sidewalks, in bike lanes or in the travel lane (all are permitted in Oshkosh). I have attached my brief analysis.
