OLD BUSINESS
1)…UPDATE ON K-12 STUDENT BUSING –
The City Council and Oshkosh Area School District are finalizing an agreement which would allow K-12 students to ride “free” with a school ID. The program would be year-round and funded
1/3 by the City, 1/3 by the School District and 1/3 by private sources.
NEW BUSINESS
2)…A REQUEST TO SUPPORT MOVING THE TRANSIT STOP AND SHELTER IN THE
PARKING LOT NEAR TARGET TO 20TH AVENUE
The stop is on Route 8 and currently averages 1-2 boards and/or alighting’s per trip and 95 ramp deployments per year.
This stop has been identified by operators and staff as being hazardous for the following reasons:
This stop was identified by the GO transit Safety Committee as a dangerous stop
The main issue with this stop is the newer layout of parking aisles, and where they pile snow in the winter. We have attached a picture to show the issues. The black rectangles represent
new traffic islands. The blue and black arrows represent the buses path of travel. The bus needs to circle around and navigate in between the traffic islands to loop around and get
to the stop. This is further complicated by the area highlighted in red, which represents where snow is stored in the parking lot. This makes accessing the stop very difficult in winter.
The incline from the shelter to the bus is very steep and dangerous when icy
There is no sidewalk to get to the shelter
There is a significant slope from the lot to get to the stop, which is on an entrance drive, not a sidewalk.
The parking is extended, so during the holidays when the lot is full, this stop becomes more dangerous.
Staff has identified a better location for this stop on 20th Avenue adjacent to the sidewalk. This
location would allow for level boarding and alighting which would improve accessibility. I
have attached a picture of the proposed location.
If this stop is moved to 20th Avenue, GO Transit riders would still be able to utilize route 8 to get this location. Additionally, a better alternative for riders wanting to access
Target, Pick N’ Save etc. would be to utilize route 7 which has a stop on S. Koeller adjacent to the sidewalk right next to Target.
3)…REQUEST FOR BOARD SUPPORT OF GO TRANSIT’S PUBLIC TRANSPORTATION
AGENCY SAFETY PLAN (PTASP)
The FTA has required all public transit agencies to draft and submit and PTASP by July 31st. The PTASP and the adherence to it will be part of our triennial review.
4)…INPUT ON NON-AMBULATORY PARATRANSIT SERVICE CONTRACT
(Expiring 12/31/20)
We are working on a Request for Proposal (RFP) to be issued in the coming months. We welcome any board and/or public input on what people would like to see prioritized in the RFP.
Due to the COVID19 pandemic, we encourage input to be emailed to transit@ci.oshkosh.wi.us or you may call Steve Tomasik, GO Transit Operations Manager at 920-232-5342.
