Initiated by: Kathy Sakschek-Property Owner, Steven Wiley—Landmarks Staff Liaison This property is a contributing structure in the North Main Historic District. It is not individually-listed on the registers but the owner is interested in applying for tax credits. The property is a commercial (income-generating)property. The property owner approached staff and asked about potential funding sources for addressing leaks in the building. 2.) Is the item related to an Historic District/contributing, listed individually, Landmarked or eligible? This property is part of the North Main Historic District. 2a.)Does item conform with all Local, State, or other Ordinances, Statutes? Any work done under the tax credit programs would have to comply with the Secretary of the Interior's standards for preservation. 2b.) Has the State Historical Society been notified or involved? Not yet. Staff wanted to discuss with the Landmarks Commission and potentially the property owner because research is an important early step in the process. 2c.)Are other organizations or entities involved? Not at this time. 3.) Are Historic Tax Credits applicable for this item? Yes—part of the benefit of individually listing the property is that it makes the tax credit process easier. 4.) Does this pertain to municipally-owned structures? The property at 452 N Main is privately owned. 5.) What is the Commission priority #for this item? Ongoing projects and property owners that approach the Commission for input are a top priority of the Commission,along with other ongoing tasks. 5a.)Does the Commission have enough information for action(s)? The Commission can discuss and determine if they would be willing to take on the task of researching the property as a first step in the process. If you are unable to attend this meeting,it is important to notify Steven Wiley (920-236-5062)in case a quorum cannot be attained. OSHI,cs-OSH LANDMARKS COMMISSION Discussion Considerations 1.) More research or follow up on Item? The Commission should discuss the item and determine what information is available and whether any commissioners would volunteer to conduct research on the property. 2.) Evidence of"original"? Restore to what time period? The National Park Service and State Historic Preservation Office would decide what conditions to put on the property. 3.) Replacement Materials: accepted by State Historical society? N/A 4.) Consideration of'undo hardship on owners?' Funding sources? Currently staff is not aware of funding sources for businesses with leaks but tax credits may apply with the property's historic status. 5.) Take actions? The Commission can discuss and decide if any commissioners would be available to help conduct research on the property as a first step to filling out the nomination paperwork. 6.) Follow up? Staff would work with the Commission and the property owner and determine the appropriate process for nominating this property for individual listing.
