Initiated by: Joe Ferlo, President and CEO, Director, The Grand Oshkosh a.) The item is within the purview of the Commission per the Historic Preservation Ordinance. It involves the installation of signage that will impact the visual appearance of the building, so the Landmarks Commission and State Historic Preservation Office (SHPO) will have to weigh in. If elements of the signage as proposed do not meet the zoning ordinance Plan Commission and Common Council review may also be necessary. Mr. Ferlo recently contacted staff asking to have the Landmarks Commission review the sign proofs and advise on the required processes. He stated that he has secured donor funding and would like to install the signage prior to the Grand's September 1211, re-opening date. 2.) The property is a contributing structure and is listed individually on the National and State Registers of Historic Places. 2a.)Does item conform with all Local, State, or other Ordinances, Statutes? Item would have to conform with zoning regulations and the City would have to notify the WI Historical Society (as we have done in the past). Currently the signage as proposed does not meet the base zoning ordinance (blade sign obstructs windows and projects more than 4' form the front of the facade). 2b.) Has the State Historical Society been notified or involved? Not for this project,but staff would notify the state after the Landmarks Commission weighs in. 2c.)Are other organizations or entities involved? Yes—the Grand Opera House management is involved with the potential signage. 3.) Are Historic Tax Credits applicable for this item? No 4.) Is this a municipally-owned structure? The Grand Opera House is a municipally owned structure. Since the Grand is listed individually on the National/State Registers and is municipally-owned, SHPO review is required. 5.) What is the Commission priority #for this item? OSHI<-OSH LANDMARKS COMMISSION 5a.)Does the Commission have enough information for action(s)? The Commission could take action upon viewing the revised sign proofs. Staff recently received revised signage information/renderings from Joe Ferlo of the Grand and Rob Chartier of Miron Construction. Discussion Considerations 1.) More research or follow up on Item? Yes 2.) Evidence of"original"? Restore to what time period? 3.) Replacement Materials: accepted by State Historical society? 4.) Consideration of`undo hardship on ownersT Funding sources? Mr. Ferlo explained that he has funding lined up with a donor and would like to install the signage prior to the September 121" re-opening date. 5.) Take actions? The Commission can vote on the signage and staff would follow up with WHS. 6.) Follow up? Landmarks and SHPO review are required. Depending on the results of the Landmarks and SHPO reviews,revisions may or may not be necessary. If the signage does not meet code,a rezone to a Planned Development and a General Development Plan/Specific Implementation Plan (GDP/SIP) will be required along with a request for a base standard modification (SSM which allows a development to deviate from the base zoning standards) and justification provided for why the deviation (in this case to allow signage that does not meet base code) is necessary. The Common Council would ultimately determine whether to approve or deny a planned development for the site. Additionally,the Department of Public Works (DPW) will require an encroachment agreement for the signs, steps, and balcony within the right-of-way. General Services will require a plan on how the signage will be donated to the City,who is doing the installation and how electrical installation is occurring,and ensuring that the City receives and approves the formal request to install the signage.
