RE. Cooperative Purchase of Emergency Generator for Oshkosh Convention Center($40,411.81)
BACKGROUND
The current generator at the Oshkosh Convention Center is 30+years old and has reached the end of its service
life. The generator provides back up power to the Center during power outages. The 2018 CIP allocated
$85,000 for replacement of this unit. The Hanson Design Group (electrical engineer) and TR Karrels
(Structural Engineer)have been engaged as professional services to design the specifications for the generator
and the bid specifications for the installation of the unit.
ANALYSIS
Working with Electric, Facilities Maintenance staff and project engineers,Purchasing identified the necessary
specifications required for the new generator including type,size,warranty and service. Based on this review,
staff concluded a 50 KW Caterpillar generator via the national cooperative contract from Sourcewell would
best meet the needs of this project. Using Sourcewell cooperative contract #120617-CAT the city was able to
secure a 31% discount on the new generator. Fabick Cat(dba/JFTCO Inc.) is the local authorized Caterpillar
dealer. The new unit will be delivered operational by the fall.
FISCAL IMPACT
The fiscal impact of this generator purchase via the Sourcewell cooperative purchasing program is$40,411.81.
The 2018 CIP allocated $85,000 for this project. This purchase will be charged to A/Ntt- 0322 1040 7204 05802
(Machinery & Equipment- Oshkosh Convention Center Emergency). The remaining funds for this project
will be used to engage an electrical contractor to install the unit. The bid for the install work is expected to be
solicited later this summer.
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative
purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be
made without following a competitive bidding or quotation process. In accordance with Section 12-15 of the
Municipal Code, I am hereby submitting a report of this purchase to the Common Council. If you have any
