COMMENTS:
CUP approved 11-12-2002. An extension to the C.U.P expiration date was granted
for this project because the road to serve the site was not constructed before the initial
CUP expiration date.
The site plan has been modified, no longer requiring the refuse disposal area to be
located in the yard abutting the elder care facility to the xvest, therefore condition #1
of the CUP is no longer necessary.
The driveways on the proposed plans show a flare that will exceed the permitted
driveway width for Class I driveways (24' opening at R-O-W). The driveways must
run straight from the parking area to the right-of-way line, with any flaring occurring
in the right-of-way area.
REVIEW AUTHORITY
As per Section 30-5 Enforcement of the City Zoning Ordinance, the Director of Community Development, or designee, must approve all plans, except the
following: (f ¢~ Alterations or interior wo~ when the use is conforming and when no change in use is proposed. (2) Maintenance items, e g. siding, windows,
etc., when the use is conforming and when no change is proposed.

PLAN COMMISSION RECOMMENDATION: All approved with conditions
BE IT RESOLVED by the Common Council of the City of Oshkosh that
conditional use permits are hereby granted for the following properties under Section
30-11 of the Oshkosh Zoning Ordinance, and that said permits are granted with
conditions, if any, as noted for each respective property, and the Planned District
Overlay and final development plans, per the attached exhibits, are hereby approved.
A) Packer Avenue, North Side Adjacent to 600 W. Packer Avenue, Koeppler
Management, petitioner
A conditional use permit for a planned multiple family development for the construction
of three 2 story 6 unit apartment buildings and associated amenities, per the attached
"Exhibit A", with the following conditions:
1) The dumpster area accessory to the adjacent elder care facility be enclosed with
solid walls similar to that of the main facility. Enclosure shall be landscaped. Enclosure
and landscaping plan to be submitted to, and approved by, the Department of
Community Development.
2) Landscaping shall be provided on the adjacent elder care site between the
proposed land division's east property line and the elder care facility and parking area.
Landscaping to be approved by the Department of Community Development.
3) Driveway approaches to be flared to the maximum allowed by Ordinance.
