PLAN COMMISSION STAFF REPORT JUNE 16, 2020 ITEM IV: PUBLIC HEARING: ZONE CHANGE FROM INSTITUTIONAL DISTRICT (I) TO INSTITUTIONAL DISTRICT WITH A PLANNED DEVELOPMENT OVERLAY (I-PD) & APPROVAL OF A GENERAL DEVELOPMENT PLAN AND SPECIFIC IMPLEMENTATION PLAN FOR A FIRE TRAINING FACILITY AT 221 N. SAWYER STREET GENERAL INFORMATION Applicant: Oshkosh Fire Department Owner: City of Oshkosh Action(s) Requested: The applicant requests a zone change from the existing Institutional District (I) to Institutional District with a Planned Development Overlay (I-PD). The applicant also requests approval of a General Development Plan and Specific Implementation Plan for a fire training facility. Applicable Ordinance Provisions: The Zoning Ordinance does not establish criteria relative to appropriateness of changing zoning from one classification to another but relies on the Comprehensive Plan and good planning principles. Planned Development standards are found in Section 30-387 of the Zoning Ordinance. Property Location and Background Information: The subject site consists of one 3.73 acre parcel located at the northwest corner of N. Sawyer Street and National Avenue. The property is a former Army Reserve building and is now used as an Oshkosh Fire Department site. East Commercial & School UMU & I-PD West Single & Multi -family Residential SR-5 & MR-20 Paqe 1 Comprehensive Plan Land Use Recommendation Land Use 2040 Land Use Recommendation Community Facility ANALYSIS Zone Change The applicant is requesting a zone change to add a Planned Development Overlay to the existing Institutional district (1) base zoning to allow for future site modifications including a training tower between the public right-of-way and principal building. Staff is supportive of adding the Planned Development Overlay as it will allow flexibility of zoning ordinance standards for additions/improvements to the site. Use/Site Design The applicant plans to redevelop the existing site into a fire department training facility and office space. Phase 1 of the plan is to erect a training tower in the existing south parking lot. The training tower will be 38' 4" tall and located between the principal structure and public right-of-way. Base Standard Modifications (BSMs) are required for both the proposed height and location of the structure. ELEVATION VIEW-1 Proposed location of training tower (left) and tower elevation (right). Staff is supportive of the BSM to allow the tower to exceed the maximum height for accessory structures (18 ft.) as the increased height is needed for fire training exercises. The applicant states that the proposed location within the south parking lot is advantageous because the existing unused parking lot would allow fire apparatus and firefighters to perform training without concerns of other vehicles driving though and creating potential hazards. They also note that the proposed location is desirable as it has proximal access to a fire hydrant and is secured with existing chain link fencing. Staff is supportive of a BSM to allow the tower in the proposed location as it will allow the Fire Department to effectively and safely conduct training. ITEM IV. Rezone & GDP/SIP 221 N. Sawyer St. Paqe 2 According to the applicant, the tower will not be suitable for live fire exercises and no burning will occur in the tower. Subsequent phases noted by the applicant include future redevelopment of the site within the existing footprint and include improvements to existing infrastructure, structures and grounds. Signage No new signage is being proposed. Landscaping A landscaping plan was not included with this request. As the site is not being developed beyond its existing footprint, no additional landscaping is required by code. There are several existing mature trees to the west of the parking lot that will serve to "break up" the view of the training tower from the neighboring residential uses to the west. Staff feels that the existing landscaping will sufficiently mitigate the visual impact of the tower from the neighboring properties. The height/size of the existing trees will better screen the tower than new evergreen plantings that would only be minimum 4' tall at the time of planting. View looking north along west property line Storm Water Management/Utilities Storm water management plans have not been submitted with this request. The Department of Public Works will review storm water management for the site as part of the Site Plan Review process. Site Lighting ITEM IV. Rezone & GDP/SIP 221 N. Sawyer St. Paqe 3 No new lighting is being proposed at this time. Building Facades No change to the existing building facades is being proposed with this request. FINDINGS/RECOMMENDATION/CONDITIONS In its review and recommendation to the Common Council on an application for a Planned Development district, staff recommends the Plan Commission make the following findings based on the criteria established by Chapter 30-387 (C)(6): (a) The proposed Planned Development project is consistent with the overall purpose and intent of this Chapter. (b) The proposed Planned Development project is consistent with the City's Comprehensive Plan and other area plans. (It is the responsibility of the City to determine such consistency.) (c) The proposed Planned Development project would maintain the desired relationships between land uses, land use densities and intensities, and land use impacts in the environs of the subject site. (d) Adequate public infrastructure is or will be available to accommodate the range of uses being proposed for the Planned Development project, including but not limited to public sewer and water and public roads. Staff recommends approval of the rezone, General Development Plan, and Specific Implementation Plan with the findings listed above and the following conditions: 1. This determination was partially made based on the recommendations of a contracted study by Matrix Consulting. In 2019, FGM Architects began an Architectural and Engineering study to create plans to redevelop the existing site into a fire department training facility. Phase I of the plan would be to erect a fire department training tower in the South parking lot. This particular location selected because of the wide open, unused parking lot that would allow fire apparatus and firefighters to perform training evolutions without concern of other City vehicles driving through and creating a hazard. Also, it has proximal access to a fire hydrant. This location also fits into the foot traffic flow pattern for the overall development plan of the training facility. Lastly, it also gives close access to the portion of the building that the fire department uses for indoor training evolutions. This tower is a freestanding multi -story structure that is approximately forty feet tall. A Geotechnical Engineering study has been completed by ECS Midwest, LLC. Their findings indicated that a foundation should be placed underneath the tower. The Department of Public Works is facilitating the contract and services to do just that with an immediate start date. The parking lot is fenced on all sides and has an access gate on National Avenue. The fencing will provide more than adequate security for the tower. Additionally, there are lights in the parking lots. On the West side of the parking lot very tall mature leafing trees. In subsequent phases, additional landscaping will be added on the National Avenue as will improved fencing to obscure the view onto the training grounds. The purchase of the drill tower has been approved in the 2020 CIP. Subsequent phases will need to have funding allocated. In the secondary and tertiary phases the entire site will be redeveloped within the existing footprint to become the Oshkosh Fire Department Training Center. Improvements to existing infrastructure, existing structures, and grounds will take place. In the interim implementing Phase I by erecting the drill tower will allow for the fire department to more efficiently, effectively, and safely conduct training within the City of Oshkosh. The tower is not suitable for live fire evolutions. No burning will occur in the tower.
