GENERAL DEVELOPMENT PLAN AND SPECIFIC IMPLEMENTATION

GENERAL INFORMATION
Applicant/Owner: Wagner Opera House LLC - Kris Larson
Action(s) Requested:
The applicant requests a zone change from the existing Central Mixed Use District (CMU) to
Central Mixed Use District with a Planned Development Overlay (CMU-PD). The applicant also
requests approval of a General Development Plan and Specific Implementation Plan for a new
wall sign at 500 502 N. Main Street.
Applicable Ordinance Provisions:
The Zoning Ordinance does not establish criteria relative to appropriateness of changing zoning
from one classification to another but relies on the Comprehensive Plan and good planning
principles. Planned Development standards are found in Section 30-387 of the Zoning
Ordinance.
Property Location and Background Information:
The subject site consists of one 0.77 acre parcel located at the northeast corner of N. Main Street
and Merritt Avenue. The property consists of a mixed commercial/residential building and
associated parking lot. The surrounding area consists primarily of mixed commercial, and
residential uses.

ANALYSIS
Zone Change
The applicant is requesting a zone change to add a Planned Development Overlay to the
existing Central Mixed Use district (CMU) base zoning to allow for additional signage
exceeding maximum area allowed by code. Staff is supportive of adding the Planned
Development Overlay for this purpose as the intent is to accommodate difficulties providing
adequate signage for tenants in a multi -tenant building.
Use/Site Design
No changes are being proposed to the existing site or building.
Signage
The applicant is proposing to install an 8' X 16' wall sign for the Boys and Girls Club 50t"
anniversary on the south fagade of the existing building. The south building facade is 120'
linear feet and currently has two wall signs (Skis Meat Market and Winnebago Bicycle) for a
total area of approximately 76 sq. ft.
As the sign ordinance allows 1 sq. ft. of wall signage per linear foot of building frontage, the
maximum allowable area for the south facade is 120 sq. ft. A Base Standard Modification (BSM)
is required for installation of the proposed sign as it would result in a total sign area of 204 sq.
ft. on the south fagade where a maximum of 120 sq. ft. is allowed. Staff is supportive of the
proposed BSM with a condition that it only be displayed on a temporary basis and be removed
by October 1.

No landscaping or lighting changes are being proposed.
Storm Water Management/Utilities
No changes proposed.
Building Facades
No changes to the existing building facades is being proposed with this request.
FINDINGS/RECOMMENDATION/CONDITIONS
In its review and recommendation to the Common Council on an application for a Planned
Development district, staff recommends the Plan Commission make the following findings
based on the criteria established by Chapter 30-387 (C)(6):
(a) The proposed Planned Development project is consistent with the overall purpose
and intent of this Chapter.
(b) The proposed Planned Development project is consistent with the City's
Comprehensive Plan and other area plans. (It is the responsibility of the City to
determine such consistency.)
(c) The proposed Planned Development project would maintain the desired
relationships between land uses, land use densities and intensities, and land use impacts
in the environs of the subject site.
Staff recommends approval of the rezone, General Development Plan and Specific
Implementation Plan with the findings listed above and the following condition:
1. BSM to allow wall signage on south fagade to exceed 1 sq. ft. per linear foot of building
frontage for Boys and Girls Club sign through October 1, 2020.
2. The proposed Boys and Girls Club wall sign shall be removed by October 1, 2020.
