HomeMy WebLinkAbout19. 20-245 JUNE 9, 2020 20-245 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: ACCEPT STREET, SIDEWALK AND ELECTRIC EASEMENT AT 567 EAST SNELL ROAD INITIATED BY: CITY OF OSHKOSH PLAN COMMISSION RECOMMENDATION: Approved BE IT RESOLVED by the Common Council of the City of Oshkosh that the City hereby accepts a street, sidewalk and electric easement at 567 East Snell Road, per the attached, and the proper City officials are authorized and directed to execute any and all documents necessary for purposes of same. TO: Honorable Mayor and Members of the Common Council FROM: Mark Lyons Planning Service Manager DATE: June 4, 2020 RE: Accept Street, Sidewalk and Electric Easement at 567 East Snell Road (Plan Commission Recommends Approval) BACKGROUND / ANALYSIS The subject site is located at the southeast corner of Moser Street and East Snell Road. The proposed easement is a right triangle, 19.00'x 17.50'x 25.8' and 166.25 square feet in size, located at the northwest corner of the property. The easement will occur in what is currently a drainage ditch area. The City plans to install a street pavement, curb, underground conduit and wires within this easement. In the future the City may install facilities such as an ADA compliant sidewalk, traffic signals, an electric pull box and related equipment and facilities, all of which are upgrades and part of the reconstruction of Snell Road. The City will have continued rights to access the easement area to maintain the facilities. The City has been working with the property owner and he has agreed to grant the easement. The City Attorney's office has drafted the necessary easement documents. The Department of Public Works does not have concerns with the proposal and will work with the property owner to have the appropriate easement documents signed and recorded at the Winnebago County Register of Deeds upon Common Council approval. RECOMMENDATION The Plan Commission recommended approval of the acceptance of the proposed street, sidewalk and electrical facilities easement at its June 2, 2020 meeting. RECOMMENDATION/CONDITIONS Staff recommends approval of the acceptance of the proposed street, sidewalk and electrical facilities easement as proposed. The Plan Commission approved of the acceptance of the proposed street, sidewalk and Item — Accept Street, Sidewalk, Electric Easement — 567 East Snell Road electrical facilities easement as requested. The following is the Plan Commission's discussion on this item.
