JUNE 9, 2020 20-243 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: ACCEPT STREET, SIDEWALK & ELECTRIC EASEMENT AT THE SOUTHWEST CORNER OF EAST SNELL ROAD AND MOSER STREET INITIATED BY: CITY OF OSHKOSH PLAN COMMISSION RECOMMENDATION: Approved BE IT RESOLVED by the Common Council of the City of Oshkosh that the City hereby accepts a street, sidewalk and electric easement at the southwest corner of East Snell Road and Moser Street,per the attached, and the proper City officials are authorized and directed to execute any and all documents necessary for purposes of same. TO: Honorable Mayor and Members of the Common Council FROM: Mark Lyons Planning Service Manager DATE: June 4, 2020 RE: Accept Street, Sidewalk & Electric Easement at the Southwest Corner of East Snell Road and Moser Street (Plan Commission Recommends Approval) BACKGROUND / ANALYSIS The subject site is a 15.18 acre undeveloped lot located at the southwest corner of E. Snell Road and Moser Street. The easement will be a triangular area located at the northeast corner of the subject property, running 19' along the Moser Street right-of-way and 17.5' along the E. Snell Road right-of-way. The City is requesting the easement to allow for installation an ADA compliant public concrete sidewalk, street pavement, curb and underground conduit and wires. The City may in the future install facilities such as traffic signals, an electric pull box and related equipment facilities. These facility upgrades are part of the reconstruction of Snell Road. The easement will allow the City to construct the structures and provide continued access for future maintenance and replacements/upgrades as needed. The City Attorney's office has drafted the necessary easement documents. The Department of Public Works does not have concerns with the proposal and will work with the property owners to have the appropriate easement documents signed and recorded at the Winnebago County Register of Deeds. RECOMMENDATION The Plan Commission recommended approval of the acceptance of the proposed easement at its June 2, 2020 meeting. Johnson LLC Actions Requested: The City of Oshkosh is requesting acceptance of an easement for street, sidewalk and electrical equipment at the southwest corner of E. Snell Road and Moser Street.
