OF HAZMAT REGIONAL EMERGENCY RESPONSE RAPID DEPLOYMENT KIT FOR OSHKOSH FIRE DEPARTMENT ($69,211.00) INITIATED BY: PURCHASING DIVISION WHEREAS, The Oshkosh Fire Department's Hazardous Materials Team is a part of the State of Wisconsin's Hazardous Materials Team Network; and WHEREAS, the State of Wisconsin recommends that all Hazardous Material Teams use RAE meters and wireless platform to ensure interoperability among teams; and WHEREAS, the Fire Department's current stock of RAE meters are no longer supported by the manufacturer for maintenance or replacement parts and are in need of replacement; and WHEREAS, Clarey's Safety Equipment is the authorized wireless dealer for RAE Systems by Honeywell equipment for the State of Wisconsin; and WHEREAS, on April 6, 2020 the Oshkosh Fire Department was awarded a $69,211.00 grant from the Wisconsin Emergency Management's Hazmat Regional Emergency Response Program to purchase a RAE rapid deployment kit; and WHEREAS,the total cost of this equipment for the Fire Department is fully funded through the grant received from the Wisconsin Emergency Management's Hazmat Regional Emergency Response Program. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to purchase a Hazmat Regional Emergency Response Rapid Deployment Kit from: JUNE 9, 2020 20-239 RESOLUTION CONT'D CLAREY'S SAFETY EQUIPMENT INC. 1725 Hwy 14 East Rochester, MN 55904 Total: $69,211.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Urben, General Services Manager DATE: May 28, 2020 RE: Approve Purchase from Clarey's Safety Equipment Inc. of Hazmat Regional Emergency Response Rapid Deployment Kit for Oshkosh Fire Department ($69,211.00) BACKGROUND The Fire Department is a participating team agency of the State of Wisconsin's Hazardous Materials Team Network. The State of Wisconsin has recommended that all teams utilize the RAE meters and wireless platform to ensure interoperability amongst the teams. The RAE meter platform was chosen by the State of Wisconsin based on its proven track record of reliability and ease of use. The Oshkosh Fire Department's Hazardous Materials Team utilizes RAE handheld wireless meters to monitor air quality during responses to detect for any hazardous materials. The Fire Department's current stock of the RAE meters is no longer supported by the manufacturer for maintenance or replacement parts. Fortunately, on April 6, 2020 the Oshkosh Fire Department was awarded a $69,211.00 grant from the Wisconsin Emergency Management's Hazmat Regional Emergency Response Program to purchase an RAE rapid deployment kit that will be compatible with the State's RAE meter platform. This memo summarizes the purchase of this kit. Purchasing believes this purchase provides a standardization/sole source consideration that is an acceptable exception to the formal competitive bidding process as listed in our purchasing ordinance ANALYSIS Purchasing has confirmed Clarey's Safety Equipment in Rochester, Minnesota is the authorized wireless dealer for RAE Systems by Honeywell equipment for the State of Wisconsin. Clarey's proposal for an RAE Rapid Deployment Kit is $69,211.00. The kit includes: Four Area Pro Gas Detection Meters, four spare batteries, a weather station, four license agreements and a protective case. FISCAL IMPACT The total fiscal impact of this purchase is $69,211.00. The equipment will charged to A/N#: 0235-0230- 7204-20552 (Machinery & Equipment — Hazardous Materials -State) and then reimbursed through the Wisconsin Emergency Management grant. RECOMMENDATION Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases may be made without following a formal competitive bidding process when the purchase is from only City Hall, 215 Church Avenue P.O. In accordance with Section 12-11 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council approve this purchase from Clarey's Safety Equipment Inc., 1725 Hwy 14 East, Rochester, MN, 55904, in the amount of $69,211.00.
