FOR A MULTI- PURPOSE HORIZONTAL FEED GRINDER FOR THE RECYCLING DIVISION ($306,658.40) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for a multi- purpose horizontal feed grinder for the Recycling Division; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: BANDIT INDUSTRIES, INC. 6750 Millbrook Road Remus, MI 49340 Total Bid with Trade: $306,658.40 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. Urben, General Services Manager DATE: June 1, 2020 RE: Award Bid to Bandit Industries, Inc. for a Multi -Purpose Horizontal Feed Grinder for the Recycling Division ($306,658.40) BACKGROUND The Common Council allocated $500,000 in the 2020 CII' to purchase a multipurpose horizontal feed grinder for the Recycling Division. This unit is used to grind yard waste, brush, and tree branches collected during the Recycling Division's monthly brush routes/annual spring clean-up and yard waste dropped off by citizens at the City's yard waste collection site. The new unit will replace a 2005 Morbark unit with 2,200 hours on it. The unit being replaced started on fire in 2015 and has experience electrical issues related to the fire. Additionally, the unit's hammermill has had to be rebuilt twice since 2015 resulting in additional down time that makes the unit less efficient for operations. The new unit will come with 36 month/300 hour full machine warranty and 60 month/5 year powertrain and hydraulic warranty. ANALYSIS Working with Recycling Division staff, Purchasing prepared bid specifications for this project. The bid was advertised on Onvia DemandStar. Bids were due May 12, 2020. The bid tab is attached. It was the consensus of staff that the low bid with trade from Bandit Industries Inc. for a Bandit 2460 unit met all the minimum bid requirements. FISCAL IMPACT With trade-in the fiscal impact of this bid is $306,658.40. The 2020 CIP allocated $500,000.00 for this project. This project will be charged to A/N#: 0323 0480 7204 66015 (Machinery & Equipment- Horizontal Feed Grinder). RECOMMENDATION Purchasing recommends the Common Council award this bid to Bandit Industries Inc. for $306,658.40. Respectfully Submitted, XL L Jon G.
