HomeMy WebLinkAbout06. 20-213 MAY 26, 2020 20-213 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID TO MARSHLAND TRANSPLANT AQUATIC NURSERY, LLC FOR INSTALLATION OF NATIVE PLANTINGS— SOUTH PARK FOR PARKS DEPARTMENT & PUBLIC WORKS DEPARTMENT ($24,911.15) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for the installation of native plantings for South Park; and WHEREAS,upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: MARSHLAND TRANSPLANT AQUATIC NURSERY LLC PO Box 1 Berlin, WI 54923 Total Bid: $24,911.15 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Urben, General Services Manager DATE: May 19, 2020 RE: Award Bid to Marshland Transplant Aquatic Nursery, LLC for Installation of Native Plantings- South Park for Parks Department and Public Works Department ($24,911.15) BACKGROUND The Common Council approved the City of Oshkosh 2020 Operating Budget on November 12, 2019. The Storm Water Utility budgets funds within its operating budget annually to inspect, maintain, and recommend improvements to the native plant communities at various storm water management facilities within the City. In January, 2020, the City contracted with NES Ecological Services, a Division of Robert E. Lee & Associates, Inc. to prepare a planting plan to increase stormwater management capabilities, beautify the community, increase habitat for wildlife and reduce long-term maintenance costs of the three lagoons located within South Park. This bid was solicited to hire a contractor to perform the required site preparation, seed and install live plants and herbivore protection structures around the three lagoons within South Park per the plan. ANALYSIS Working in conjunction with Public Works and Parks personnel, Purchasing reviewed and prepared bid specifications for this project. The bids were opened on May 8, 2020. The bid tab is attached. After reviewing the bids it is the consensus of staff that the low bid from Marshland Transplant Aquatic Nursery LLC met the minimum bid specifications for this project. FISCAL IMPACT The fiscal impact of this bid with is $24,911.15. The Common Council allocated $190,000 in the 2020 Storm Water Utility CIP for native vegetation planting at storm water management facilities. The award of this bid will be charged to that project, A/N#: 0321-0410-6804-04010 (Storm Sewer- Vegetation Planting). RECOMMENDATION Staff recommend the bid for this project be awarded to Marshland Transplant Aquatic Nursery LLC for $24,911.15. Respectfully Submitted, I Jz- Jon G.
