A meeting of the Public Arts and Beautification Committee will be held on May 21,2020 at

Minutes February 27,2020

1. Call to Order
Ms. Redlin called the meeting to order at 4:07 p.m.
2. Approval of September 26th 2019 Meeting Minutes
Ms. Anderson made a motion to approve the September 26th 2019 meeting minutes and Mr. Marquardt
seconded the motion. Motion carried unanimously.
3. New Member Introduction-Andrea Toms
Ms. Naudziunas explained that the new member was unable to attend this meet that they would meet
them at the next meeting.
4. Yearly Schedule Review
Ms. Naudziunas reviewed the annual schedule with the group and provided hard copies.
5. Mini Mural Project
Ms. Naudziunas explained that there had been an interested in deciding on a project to work on over
the winter. The group decided to pursue the Mini Mural Project, an idea that was brought to the group
by Mr. Marquardt. The concept is to install smaller scale vinyl sheets containing local art on exterior
walls in downtown Oshkosh. Ms. Naudziunas planned to begin creating promotional materials and
gather a small work group of partners to prepare for the project. The group agreed to dedicate their
time to this project with a summer launch date.
6. Future Agenda Items
Ms. Naudziunas explained that any additional agenda items can be added to the list if she is contacted.
7. Adjournment
Mr. Marquardt made a motion to adjourn and Mr. Ponzer seconded the motion. Motion carried
unanimously at 5:23 p.m.

OW Mural Permit Application COMMUNITY DEVELOPMENT
Oshkosh
ALL PROPOSED MURALS MUST APPLY FOR A MURAL PERMIT. Murals are permitted in the Institutional,
Urban Industrial, Heavy Industrial, Neighborhood Mixed Use, Suburban Mixed Use, Central Mixed Use,
Urban Mixed Use and Riverfront Mixed Use Districts. Murals shall also be permitted through conditional
use permit on governmental and institutional structures. The conditional use permit must be obtained
prior to the mural permit application. Contact Planning Services at 920-236-5059 with any questions.
Please return your completed application and fee to the Planning Services Division located in Room
204 of City Hall.

Detail how the mural will be affixed to building: We will drill into the wall for 4 cement anchors
which will be attached to boldts attached to the mural to hang from so it is flat against the wall.
Expected lifespan of mural: 3 months- June 2020 to August 2020
Detail maintenance plan for mural: The mural will be coated with a protective coat to make sure
it will be okay against the elements. If anything were to occur to the mural while it is up for the
3 months the artist would fix it. When the 3 months is over, we will remove it and then fill
back up the holes from the anchors.

REGULATIONS •
You must provide the following with your application:
❑ Site plan showing the lot and building dimensions and indicating the proposed location of the mural.
❑ Pictures of the building elevations.
❑ Precise details on proposed materials used for project. (i.e. paint/adhesive type and brand)
❑ A scale drawing and color photo of the building elevation showing the proposed size and placement of
the mural.
❑ A colored drawing of the proposed mural.
❑ A description of the proposed maintenance schedule that includes the timeframe for the life of the
mural and method for removal, if applicable.
Murals intended for structures that are Landmarked, designated as historic, contributing to an historic district, or
considered by a study or survey to be eligible for listing on a local, state, or national register shall require
consultation with the Landmarks Commission before approval of the mural permit.
