PLAN COMMISSION STAFF REPORT MAY 19, 2020 ITEM IX: PUBLIC HEARING: ZONE CHANGE FROM INSTITUTIONAL DISTRICT (I) TO INSTITUTIONAL DISTRICT WITH A PLANNED DEVELOPMENT OVERLAY (I-PD) & APPROVAL OF A GENERAL DEVELOPMENT PLAN FOR MODIFICATIONS TO THE SUNNYVIEW EXPO CENTER AT 500 E. COUNTY ROAD Y GENERAL INFORMATION Applicant/Owner: Winnebago County Department of Parks and Recreation Action(s) Requested: The applicant requests a zone change from the existing Institutional District (1) to Institutional District with a Planned Development Overlay (I-PD). The applicant also requests approval of a General Development Plan for modifications to the Sunnyview Expo Center. Applicable Ordinance Provisions: The Zoning Ordinance does not establish criteria relative to appropriateness of changing zoning from one classification to another but relies on the Comprehensive Plan and good planning principles. Planned Development standards are found in Section 30-387 of the Zoning Ordinance. Property Location and Background Information: The subject site consists of one 153.3 acre parcel located on the north side of County Road Y, east of Jackson Street. The subject site includes the Winnebago County Fairgrounds and Sunnyview Expo Center and has several buildings and parking areas. The surrounding area consists primarily of vacant/agricultural land and institutional land uses. Staff is supportive of adding the Planned Development Overlay for this purpose as the intent is to accommodate a unique land use (expo center). Use/Site Design The applicant is proposing several improvements to the Sunnyview Expo Center with a two - phased approach. The intent of the project is to expand campground areas and install new electrical services for existing and new RV sites. As the project will include expansion of legal nonconforming parking surfaces (gravel), a Base Standard Modification (BSM) will be required and will be addressed during the Specific Implementation Plan (SIP) phase. Signage No new signage is being proposed. Landscaping A landscaping plan was not included with this request. A full landscaping plan will be required to be submitted as part of the SIP application. Storm Water Management/Utilities A storm water management plan was not included with this request. A finalized storm water plan will need to be submitted as part of the SIP application and approved by the Department of Public Works. Site Lighting Installation of new perimeter lighting is being proposed as part of this project, but plans have not yet been submitted. Lighting plans will be required to be submitted as part of the SIP request. Building Facades No changes to the existing building facades is being proposed with this request. FINDINGS/RECOMMENDATION/CONDITIONS In its review and recommendation to the Common Council on an application for a Planned Development district, staff recommends the Plan Commission make the following findings based on the criteria established by Chapter 30-387 (C)(6): (a) The proposed Planned Development project is consistent with the overall purpose and intent of this Chapter. (b) The proposed Planned Development project is consistent with the City's Comprehensive Plan and other area plans. (It is the responsibility of the City to determine such consistency.) (c) The proposed Planned Development project would maintain the desired relationships between land uses, land use densities and intensities, and land use impacts in the environs of the subject site. ITEM IX: Rezone & GDP Sunnyview Expo Center Paqe 3 (d) Adequate public infrastructure is or will be available to accommodate the range of uses being proposed for the Planned Development project, including but not limited to public sewer and water and public roads. (e) The proposed Planned Development project will incorporate appropriate and adequate buffers and transitions between areas of different land uses and development densities/intensities. (f) The proposed Planned Development project design does not detract from areas of natural beauty surrounding the site. (g) The proposed architecture and character of the proposed Planned Development project is compatible with adjacent/nearby development. (h) The proposed Planned Development project will positively contribute to and not detract from the physical appearance and functional arrangement of development in the area. (i) The proposed Planned Development project will produce significant benefits in terms of environmental design and significant alternative approaches to addressing development performance that relate to and more than compensate for any requested exceptions/base standard modifications variation of any standard or regulation of this Chapter. (j) For Planned Development projects that are proposed to be developed in phases, the applicant can provide a timeline for development and can demonstrate that the project would be successful even if all phases were not or could not be completed. Staff recommends approval of the rezone and General Development Plan with the findings listed above. At that time the main focus of the department's presentation was directed towards informing the Commission of the County's intentions to proceed with a phased approach in implementing grounds improvements at the Sunnyview Exposition Center during 2020 and 2021. The scope of the improvements included: • Addressing stormwater drainage issues throughout the grounds; • Engaging in numerous parking lot upgrades and expansions that also encompass installation of a lighting system; • A modification being made to the main entranceway that would employ use of a large centralized roundabout; • Installation of 2,500 linear feet of gravel road extending eastward into the 25-acre open field areas situated in the northeast section of the expo; and, • Performing campground upgrades including the addition of dozens of new campsites and improved electrical services throughout. Since last year's presentation a great deal has happened throughout society and the local community that has given the department pause to reassess the wisdom of engaging in what would, even under ordinary circumstances, be considered by County government standards a rather significant undertaking requiring a good portion of funding to complete. Given the new conditions that now apply, because it remains an unknown as to what effect the outcomes of the pandemic might eventually have on County finances, it has been decided that given the pressing timeline for addressing the upgrades needed to accommodate future horse shows and next year's Pyrotechnic Guild International (PGI) event, it would be prudent to scale down both the size and cost of the original Phase I Expo Grounds Improvements Project. In order to engage in this scaling down of the project, the Parks Department has determined that the campground facilities are the primary area of need in preparing the expo for the increasing number and size of horseshows being held, as well as the upcoming PGI event. Paqe 7 Although adjustments to drainage and retentions features will be included in the downsized project, the focus of the work will remain on the Parks Department's intent to expand campground areas and install new electrical services for both existing and new RV sites. To that end, the department has made modifications to the original materials presented to the Planning and Zoning Commission such that they now reflect only that portion of the project intended to improve the east campus area of the expo; the area used mainly for RV camping. In making this adjustment it must be noted that following the Planning and Zoning Commission's initial introduction to the improvements plan, other than revised cost estimates, no changes were introduced into the design plan of the east campus or the campground upgrades originally proposed (see attachments). As one final component of the Parks Department's goal in preparing the expo grounds to host next year's PGI event, the department must construct a 1100-foot long gravel roadway in a back portion of the newly purchased Netzer property. Said roadway is required in order to facilitate PGI's access into an isolated area that will meet the distancing standards set between fireworks displays and spectators. A summary of the elements to be included in the Parks Department's revised Phase I plans for expansion and improvement of the expo east campus includes the following: • Expansion of graveled RV/Trailer Camping Lots #3 and #4; • Reshaping of graveled RV/Trailer Camping Lot #2; • Install of perimeter lighting throughout; • Recontouring of drainageways and installation of storm sewer; • Installation of stormwater containment sites (ponds); • Construction of 24' wide X 1100' long access drive into Netzer area; and, • RV electrical services expansion and upgrades. If funding is approved for this project, the department would hope to perform some portion of the work yet in fall '20 and complete its efforts by mid-summer'21. Planning of improvements to be made to the west campus parking lot areas (Phase II) would not begin until late fall '21.
