HomeMy WebLinkAbout15. 20-203 MAY 12, 2020 20-203 RESOLUTION (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE PURCHASE OF RIVERWALK BOLLARDS FROM PACIFIC LIGHTING &STANDARDS COMPANY (PLSC) FOR LAKESHORE RIVERWALK ($76,846.00) INITIATED BY: COMMUNITY DEVELOPMENT WHEREAS, the Common Council approved the Fox River Riverwalk Corridor Plan which included the selection of 'Beacon" fixture design as the standard Riverwalk pathway bollards; and WHEREAS, the fixtures have been installed throughout the Riverwalk sections as they have been completed; and NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to purchase bollards for the Lakeshore Riverwalk project from: Pacific Lighting & Standards Company 2815 Los Flores Blvd Lynwood, CA 90262 Total: $76,846 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Approve Purchase of Riverwalk Bollards from Pacific Lighting & Standards Company (PLSC) for Lakeshore Riverwallc($76,846) BACKGROUND The Common Council allocated funds in the 2019 CIP for the Lakeshore Riverwalk Project (in 1'1F 35) which included asphalt paving, lights, benches, bridges and electrical. As part of this project, the City purchased the light poles and fixtures to ensure compliance with the City's standardized acorn style lighting for the park like setting for this Riverwalk section. Acquisition of the bollard lights for this section of Riverwalk were delayed until a funding source could be identified. Public Works Contract 18- 14 for installation of infrastructure and reconstruction of sections of Oshkosh Avenue,the new Westfield and Koeller Streets extensions, and the round-about was completed substantially under budget, and funds would be available to acquire the bollard lights to complete the Lakeshore Riverwallc section. Over 10 years ago the Common Council approved the Fox River Riverwalk Corridor Plan which included the selection of the "Beacon" fixture design as the standard for the Riverwalk pathway bollards and pedestrian light pole fixtures. These fixtures have been installed throughout the Riverwalk sections as they have been completed. Unfortunately, in 2018 when staff inquired about prices for bollards to complete the Morgan District Riverwalk project we were notified the nautical design was no longer being manufactured. Staff believes it is important to maintain this fixture standard both for the aesthetic considerations of a uniform fixture design throughout the Riverwalk system and also from a maintenance and service perspective. The City's Electric Division staff were able to find a company (Pacific Lighting & Standards Company) that still has the casting molds for the design and is willing to manufacture the bollards. Electric Division staff have confirmed they cannot secure any other manufacturer willing to produce these fixtures. ANALYSIS Council previously authorized the purchase of the light poles and globe fixtures for the Riverwalk,which have been installed from Punhoqua Street west to the Oshkosh Corp. headquarters building. The contractor will be starting work in the next week to complete the Riverwalk from the Oshkosh Corp. building west to the Tribal Heritage Parkway Staff would like to complete this section of Riverwalk by installing the bollard lighting and have identified the need for 63 bollards to complete the Lakeshore Riverwalk project. The Electrical Division staff will install the bollards when they are received. City Hall,215 Church Avenue P.O.Box 1130 Oshkosh,WI 54903-1130 http://www.ci.oshkosh.wi.us The Parks Department asked to use the existing inventory of 14 bollards to repair and/or replace bollards at the Leach Amphitheater/Riverwalk with the understanding that the bollards would be replaced when lights were ordered for the Lakeshore Riverwalk section in order to obtain a better price from the manufacturer. The Parks Director has indicated there are sufficient funds in the 2020 Leach operating budget to replace the inventory of bollards. Staff solicited a proposal from Pacific Lighting & Standards Company (PLSC) to manufacture the bollards. The anticipated lead time for production is twelve weeks. FISCAL IMPACT The total fiscal impact for these fixtures is $76,846 plus shipping. Bollards for the Lakeshore Riverwalk will be charged to account number 0321-0410-6819-04814 Contract 18-14 Oshkosh Avenue ($62,874 plus shipping) and bollards to replace the inventory of lights to account number 0256-0610-6517-00000 Parks Department/ Leach ($13,972 plus shipping). Acquisition of the bollards for the Lakeshore Riverwalk is an eligible cost under the DNR Stewardship grant. RECOMMENDATION Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases may be made without following a formal competitive bidding process when the purchase is from only one source of supply or when standardization or compatibility is the overriding consideration. In accordance with Section 12-11 of the Municipal Code and with approval by the City Manager, staff recommends the Common Council approve the purchase of bollards from Pacific Lighting&Standards Company in the amount of$76,846.
