Call to Order Ms. Redlin called the meeting to order at 4:05 p.m. 2. Approval of January 16, 2020 Meeting Minutes Ms. Redlin moved to approve January 16, 2020 meeting minutes and Mr. BellCorelli seconded the motion. Motion carried unanimously. 3. Sidewalk List - Discussion Mr. Gierach was present to explain the sidewalk program. The committee would like to ensure that sidewalks are added to the Doctors Court crossing, Highway 44 crossing over Highway 41, Morgan Street (Vineland St. to Oshkosh North High School). The committee discussed W Waukau Road for sidewalks in 2020. 4. BikeOsh 2020 Ms. Naudziunas explained that the committee must select the date for the 2020 BikeOsh event. Ms. Naudziunas explained that mother's day weekend worked out well in 2019 and suggested that they stick to that weekend. The committee agree to hold the event on May 9111, 2020. The committee will continue to prepare for the event at each meeting. 5. Capital Improvement Program Recommendations — Actions/Discussion The committee discussed the process of recommending certain projects in order to provide input for the CIP process. There was discussion on increasing the required width for trails. The committee agreed to come back to this discussion at the next meeting. 6. Agenda Items for the Future Meeting(s) The committee requests to keep an on -going list of potential agenda items to help keep track of ideas, this list will be found on each agenda. 7. Adjournment Ms. Redlin moved to adjourn the meeting and Mr. BellCorelli seconded the motion. Motion carried unanimously at 5:14 p.m. Recorded by Alexa Naudziunas, Associate Planner 46V Oshkosh TO: Bicycle and Pedestrian Advisory Committee FROM: Ray Maurer, Parks Director DATE: April 28, 2020 RE: Menominee Park Trail Update Last week I met with Mr. Michelson and Steve Dittmer, Civil Engineer with the City of Oshkosh, at Menominee Park to inspect trail sections located in areas of the park where there are drainage issues. This results in sections of the trail north of Melvin Avenue, as well as open green spaces, to experience ponding of water throughout the year. During our site inspection, it was noted that even though the trail is showing some signs of distress, it's really not in that bad of condition for being 25+ years old. Mr. Dittmer believes that any work on the trail to correct sags and dips will not solve the drainage issue. We discussed that the issue more likely could be addressed by installing drain tile on the street side (west side) of the path to collect the water before it gets to the trail. The drain tile could potentially be connected to existing storm sewer outfall pipes in those areas to divert much of the water before it becomes an issue on the trail. The 2020-2024 Capital Improvement Program (CIP) includes $50,000 in 2021 for Menominee Park Trail Improvements. This funding was intended for repairing some of the worst sections of trail as well as potential new trail connections. I am working with the City Engineering and Storm Water staff to get a cost estimate to install drain tile in those heavily affected areas and will be recommending to the Advisory Parks Board inclusion of this project in the 2021 CIP. A recommendation from your committee to the Board indicating your support for the project is appropriate and appreciated.
