(\ECOM) is pleased to Submit this proposal to conduct m Leak Detection Survey on approximately 100 miles of water main in the City of Oshkosh (City)'s water distribution system in 2018. AECOMhao been completing this work for the City for over 10yoam. Our field staff are very familiar with the City water distribution's design, and layout in the City. VVe have worked closely with City staff hm verify the potential leak locations. This work iaa critical part of actively reducing the non-revenue water. This work|son important part ofthe water management best practice procedures as expected by the Public Service Commission. Our extensive - experience and understanding of the importance of this work allows AECOM to provide the service in an cost effective and efficient manner. The proposed services represent the second phase of investigation activities to be completed on the historic cycle of ^ leak detection survey activities to he completed onthe City'o Municipal Water Supply system. In 2D17wecompleted the first phase of the investigation activities. The 2018 scope of work(Phase 2)area io generally bounded by Oregon/Jackson Street to the east, Hwy 41 to the west, Oshkosh Avenue to the north, and 20th Avenue to the South. The third phase of this program |m anticipated for completion in281Q. The purpose of the annual surveys ietoidentify specific points of leakage such that system rehabilitation can be undertaken and lost water reduced. The remainder of this proposal discusses the scope of services to be comp|eted, achedu|a, information/assistance required from client and compensation. . OF WORK Services to be provided are as follows: ~ Meet with City to review existing water distribution systems maps, pertinent water system reports and the schedule for conducting the leak detection field services. ° Conduct a leak detection and location survey with sonic detection and computer correlation equipment on approximately 100 miles of the water distribution system. Physical contact will be made with the system at exposed valves and fire hydrants.After the initial sonic leak survey ofa portion of the system iucompleted, indications of leaks will be verified a second time,after which leaks will be located with a computer programmed leak correlator designed to identify leak locations without drill holes or excavations. Where leakage into a storm or sanitary sewer is suspected, a visual examination of the appropriate sewer will be conducted. All equipment used will be non-intrusive.Valves and hydrants will not normally require operation during the survey and pinpointing operations.This survey will be conducted primarily during normal working hours,with additional leak detection being conducted during late evening and/or early morning hours in areas of high traffic volume. � Prepare on inventory of defective system components such as vm|ves, hydmnta, meters and curb atope, which are noted in the course of carrying out field activities. ° AECO/N will furnish a fully equipped vehide, including all sonic leak detection equipment, tools and safety equipment for the duration of the project. Our Fluid Conservation System computer leak correlators will be utilized to pinpoint leaks. ° Prepare a yearly final report and submit three(3)copies of the report showing the results of the investigations.
