HomeMy WebLinkAbout03. 20-167 APRIL 28, 2020 20-167 RESOLUTION (CARRIED 7-0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE BUDGET AMENDMENT FOR 2020 FIRE SPECIAL REVENUE FUND 0235-0230 FOR$69,211.00 GRANT INITIATED BY: CITY ADMINISTRATION WHEREAS,the Common Council has adopted the 2020 Operations Budget,which is on file in the Office of the City Clerk and available for public inspection; and WHEREAS, it is necessary to amend the 2020 Budget to: o Account for grant funds received and to allow for the purchase of new monitors and detectors through a grant received from the Wisconsin Emergency Management as part of the Hazardous Materials Regional Emergency Response program NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the 2020 Operations Budget, on file in the City Clerk's Office, is hereby amended to add $69,211.00 to the Fire Special Revenue Fund. April 17, 2020 RE: Budget Amendment for 2020 Fire Special Revenue Fund 0235-0230 for$69,211.00 Grant BACKGROUND The Oshkosh Fire Department received a grant from Wisconsin Emergency Management as part of the Hazardous Materials Regional Emergency Response program. The amount of the grant was $69,211.00. The funds were allocated by the State to purchase new monitors and detectors with enhanced capabilities. This will enhance the capabilities and the safety of the Oshkosh Fire Department Hazardous Materials Team. ANALYSIS The amendment will allow for the purchase of the equipment through the State of Wisconsin's purchasing process through an identified vendor. The need for this equipment was identified by the State of Wisconsin Emergency Management and the Hazardous Materials Coordinators group. This purchase is being made secondary to their recommendations and will be of direct benefit to the department. FISCAL IMPACT The grant amount of$69,211.00 will be placed in the Fire Special Revenue Fund 0235-0230-4236-20552. A Budget amendment will be prepared for the machinery&equipment account(0235-0230-7204-20552) in order to complete the purchase. RECOMMENDATION The recommendation would be that Common Council approve this amendment so purchasing the equipment can occur This will allow us to continue a high level of service and keep our community and our employees safe. All personnel who utilize equipment purchased with funds from this grant must receive training either through the equipment vendor or other competent source specific to that piece of equipment before it is put into service. The sub-recipient is required to maintain proper training records. 2. Emergency response capabilities developed using these grant funds must be made available to other emergency response agencies regionally, as may be required for incident response purposes. 3. Equipment shall be maintained and available to use as intended by the grant for the duration of its useful life. The sub-recipient is required to maintain proper equipment records. Sub-recipient seeking to dispose or transfer ownership of equipment must contact Wisconsin Emergency Management(WEM) Staff to obtain the Equipment Disposition Form and further directions. If approved,the sub-recipient must maintain records of any equipment disposal or transfer of ownership. Any proceeds from the sale of equipment at or near the end of its useful life will be considered program revenue and must be reinvested into eligible homeland security expenses. 4. Agencies that accept funding are responsible for all sustainment costs. 5. Agencies accepting funding understand that equipment is intended to support Wisconsin Hazardous Materials Response System (WHMRS) response efforts.
