CITY JOINS HEALTH SYSTEMS AS A BE SAFE PARTNER: In an effort to continue to reduce the spread of COVID-19, the City of Oshkosh along with other health organizations and municipalities are partnering to Be Safe Wisconsin and commit to doing their part for a healthier Wisconsin. Right now, Be Safe Wisconsin asks residents to:  Continue adhering to Governor Evers’ Safer at Home Order as long as it is in place.  Once the Safer at Home Order is lifted at the appropriate time, continue staying home as much as possible and practicing good hygiene, including hand washing and sanitizing.  Avoid touching your face.  Disinfect frequently used items and surfaces, including mobile devices.  Remain at least 6 feet apart from others and wear a mask or face covering if you must absolutely go out.  Take the Be Safe pledge on http://www.besafewisconsin.org/, sign up for updates, access local resources and share helpful information. We are in this together. Join us to encourage community members to Be Safe and commit to doing their part for a healthier Wisconsin. 2. LEGISLATURE OFFERS PROCESS TO WAIVE INTEREST AND PENALTIES ON PROPERTY TAX PAYMENTS: Attached is a summary from the League of Wisconsin Municipalities regarding a method for cities to waive interest and penalty fees for late property tax installments. The proposed bill, AB1038, allows for property taxes payable after April 1, 2020 to have the penalty and interest waived. The City of Oshkosh would like the installment due on May 31 and July 31, 2020 to not be subject to interest and penalty if payments are late. In order for the City to waive penalty and interest, a resolution must be passed by the county board where the taxation district is located to approve such waiver. The City would like to 4/17/2020 Weekly Newsletter 2 request that the County approve a general waiver for all potential late payers. The City would respectfully request the County resolution be approved by May 29, 2020 or sooner if possible. BIKEOSH 2020 ALTERNATIVE PLANNING: The annual event, BikeOsh, will be altered to accommodate CDC recommendations for physical distancing and Governor Evers Safer at Home order. Planning began in December 2019 and the event was originally scheduled for May 9th, 2019 at the Oshkosh Seniors Center. Much has changed since the planning began and the planning team is consider new options to continue celebrating National Bike Month. May is National Bike Month, sponsored by the League of American Bicyclists and celebrated in communities from coast to coast. Established in 1956, National Bike Month is a chance to showcase the many benefits of bicycling—and encourage more folks to give bicycling a try. The following is a description of how the event usually takes place: Utilizing City of Oshkosh bike routes, participants visit as many of the 20 sponsor locations as possible in order to get their Pedal Pass stamped. Each stamp they receive allows them the chance to enter into a prize drawing that takes place at the Oshkosh Seniors Center. The more sponsor locations visited the more prize tickets participants receive. Prizes are donated and come in many varieties from restaurant gift certificates to bike accessories. The main goal of the event is to promote healthy lifestyles, fitness, local businesses and organizations and City of Oshkosh bike routes. The planning team has not yet finalized what the alternative plan will be. The main priority is to uphold the safety and wellbeing of residents and participants. UPCOMING MEETINGS: The meetings I have scheduled for the week of April 20 include the following: On Monday at 8:15 AM, I will be on WOSH Radio doing my monthly interview with Bob Burnell. On Tuesday at 3:00 PM, I will be attending the Joint Review Board meeting. For the remainder of the week I will be available on a limited basis, splitting my time between City Hall and being “on call” for the Emergency Operations Center (EOC).
