Proposal for Environmental Consulting Services Related to Diesel Fuel Containing Underground Storage
Tank Removals and Replacement at the Oshkosh Transit Authority Facility in Oshkosh, Wisconsin
Dear Mr. Collins,
AECOM Technical Services, Inc. (AECOM) is pleased to present this proposal to the City of Oshkosh (City) for
professional environmental engineering services related to the removal of two 12,000 gallon capacity underground
storage tanks (USTs) and installation of one 12,000 gallon rapacity UST at the Oshkosh Transit Authority Facility.
Project Background
The City installed two diesel fuel 12,000 gallon capacity USTs in approximately 1980 at the Transit Authority Facility.
These USTs are still in use today for refueling the Transit Authority vehicles. The City would like to decommission the
two USTs and associated fuel system by removal and install one 12,000 gallon capacity tank and new fuel system.
The new tank and fueling system would be installed in compliance with current standards in an effort to reduce
insurance premiums and minimize spill risk. We understand that the City has received a Federal Transit
Administration (FTA) grant to assist with the project. The FTA grant is a 5339 Capital funds grant for bus, fuel station,
and service vehicles. The USTs are located in an area that was historically wetlands filled in by a combination of
foundry sand, municipal waste, incinerator ash, demolition debris, and a mixture of different soil types. This mixture of
fill is identified as Urban Fill.
Project Understanding
The City has prepared draft bidding documents for this project. During the preparation of these documents, the City
decided to retain AECOM for bidding specification preparation assistance with specific support in regard to subsurface
environmental concerns and FTA grant bidding compliance. The City has provided AECOM the current working
version of the project bidding documents, grant paperwork/communications, and the existing UST design plans. The
City has requested that AECOM provide a proposal to assist the City with subsurface environmental planning,
preparation of bidding documents, and bidding assistance.
Scope of Services
Task A: Environmental Subsurface Investigation
AECOM recommends completing a limited subsurface environmental investigation to collect sufficient information to
be utilized in planning for management of impacted soil and groundwater. This approach will likely minimize delays in
the project related to unknown subsurface environmental conditions.
AECOM will provide the following environmental subsurface investigation services:
AECOM will prepare a Health and Safety Plan to be utilized by AECOM staff.
Subsurface investigation by means of a truck -mounted hydraulic probe rig will be conducted. The subcontracted
drilling company will be responsible for scheduling the utility clearance activity. The drilling company will perform
two probes at predetermined locations at the site. The probes will be advanced to a depth of 15.0-feet below
ground surface (bgs). The probes will be located near each end of the tank cavity. Equipment will be

decontaminated between probes using steam cleaning and Alconox or other suitable methods selected by the
subcontractor and approved by AECOM. The two probes will be abandoned and backfilled with bentonite in
accordance with NR 141.
• A Wisconsin State Certified UST Site Assessor will document (probe log, photographs, and field notes)
observations including soil/fill type, urban fill present, and visual and olfactory observations of the subsurface
materials, noting areas of petroleum -like odors or staining.
• Soil samples from each probe will be collected and will be field -screened with a photon -ionization detector (PID).
Selected soil samples with PID readings above 10 PID units and from above the water table will be collected
from each probe and composited into one sample. The two composite samples will then be submitted for
laboratory analysis of petroleum volatile organic compounds (PVOCs), polynuclear aromatic hydrocarbons
(PAHs), and naphthalene.
If petroleum -impacted soil s encountered, AECOM will prepare a Waste Management disposal profile and submit
to Waste Management for approval. A Waste Management profile for Urban fill will be completed also.
If petroleum -impacted soil is encountered, AECOM will prepare a discharge permit application to the City
sanitary system for disposal of any impacted groundwater generated during construction. This proposal does
not include groundwater sampling. It is anticipated that soil sample results will be sufficient to obtain the sanitary
discharge permit approval. Based on laboratory results AECOM will also prepare a Soil and Groundwater
Management Plan to be included in the Project Bidding Documents.
If impacted soil or groundwater is encountered, AECOM will recommend that the Wisconsin Department of
Natural Resources (WDNR) be notified of a release of hazardous substances to the environment. Please note
this is only related to petroleum or unanticipated impacts. The WDNR already is aware of the Urban Fill in this
area.
Deliverables:
If impacted soil is encountered, AECOM will prepare and submit Waste Management disposal and Sanitary Discharge
Permit applications. AECOM will prepare a Soil and Groundwater Management plan. These documents along with
specifications regarding the impacted soil and/or groundwater will be included in the project bidding documents.
Task B: Preparation of Bidding Documents and Bidding Assistance
AECOM will prepare project bidding documents that will be included in the City of Oshkosh procurement documents.
AECOM will prepare specifications that provide specific project information as a performance specification. The
documents will require the Contractor to design, permit, and construct the system to these requirements.

Deliverables
AECOM will submit to the City electronic (MS Word and PDF) draft version of the project specifications for review. Once
comments are received, AECOM will provide electronic copies (MS Word and PDF) to the City for bidding purposes. In
addition, AECOM will provide an Opinion of Project Cost in compliance with the grant requirements.
Assumptions
Deliverables will be added to the City's bidding documents that were provided by Mr. Jim Collins in an email
dated February 25, 2020.
The City will complete all required bidding processes.
The City will manage and respond to all communications with Contractors during bidding. AECOM will review
Contractor questions and provide recommended answers to the City for consideration and communication to
bidders.
The City will pay any fees associated with preparing the bidding documents and bidding the project.
The City will provide all available design plans showing the location of the tank.
The City will approve boring locations prior to drilling activities.
Construction Management services and/or Wisconsin Certified UST Site Assessment services will be provided, if
requested, under a separate proposal.
Schedule
Task A will be completed in approximately 3 weeks after receipt of a signed proposal. Task B will take approximately 4
weeks to complete a draft of the bidding documents for City review after receiving a signed proposal. Review
comments will be addressed within 1 week of receipt and final bidding documents will be submitted to the City for the
bidding process.

Terms and Conditions
Services described in this proposal will be performed on a time -and -expense basis. AECOM will not exceed the
above estimate without your authorization and approval. The project services will be performed in accordance with
the approved Fee Schedule for various elements of service we expect will be utilized providing the services outlined in
this proposal. This project will be completed per the 2009 City of Oshkosh Negotiated General Conditions of Service,
which are expressly incorporated into, and are an integral part of, our contract for professional services.
Please indicate your acceptance of this proposal by having an authorized individual of the City execute the attached
Authorization Form and return it to our Oshkosh office. If you have any questions regarding the proposed scope of
