(AECOM) is proposing Amendment No. 2 to Proposal Number OPP-813123, dated May 11, 2018, and Amendment No. 1 dated June 4, 2019 to add additional funds for pinning the lot corners of Certified Survey Map (CSM) No. 2 per State of Wisconsin requirements. Project Background AECOM began assisting the City in preparing a draft Plat Map and associated legal descriptions under a Task Order as part of the 2017 General Structural Services Agreement. That approved budget and associated scope of work was completed in late 2017. After completing that scope of work, subsequent revisions to the plat beyond the original approved scope of work were requested by the Planning Services and Engineering Divisions. The work involved in those revisions was completed under a separate agreement, dated May 11, 2018. During the summer of 2018, City staff determined utilizing CSM's in lieu of a Plat Map would be a better course of action and provide more flexibility to the City in the long term. This change in direction was the result of increased interest in development of some of the available land including three potential railroad spurs. The CSM approach allowed for an expedited method for creation of lots and easements to meet the property development schedules. As a result, with City staff permission, AECOM utilized remaining funds not utilized in Proposal Number OPP-813123 to start the preparation of CSM No. 1 and thirteen associated easements. We anticipate two additional CSMs (CSM No. 2 and CSM No. 3) with associated easements will be completed to fully develop the anticipated lots and required easements. Amendment No. 1 requested additional funds to complete CSM No. 1 and CSM No. 2, removal of the Plat Map lot corner pins previously installed and the installation of the lot corner pins for CSM No. 1. CSM No. 1 and CSM No. 2 were completed and CSM No. 1 lot comers were pinned. Services provided beyond the Amendment No. 1 budget included multiple revisions of CSM No. 2 to accommodate developer requests. In addition, during the pinning of CSM No. 1 lot comers and removing the Plat Map comers that were no longer required, it was discovered that Compass Way 3/4" rebar pins had been replaced with 14" long 2" diameter pipe. We were directed to remove the pipes and re - pin with rebar as was originally completed. With the additional work we utilized all of the approved budget in Amendment No. 1. CSM No. 2 CSM No. 2 was completed in August 2019. After development of the draft CSM, the following revisions occurred: , = • Complete four revisions of the CSM which included three lots s.,. Added a triangle outlot for the railroad NOV - g 2019 • Split Lot 2 into two lots • Final version of CSM contained one outlot and Lots 1 and 2 — — 'rCF KAProjects\60578876_SWIP Plat Map\700-Contrach60578876_SWIP Plat Map Amendment Request 2.d= 1/4 i 1i A=COM • Verify coordinates with three Professional Licensed Surveyor's (PLS) and worked with City staff The effort to complete this work was beyond the proposed budget provided in Amendment No. 1. Lot Pinning — Completed AECOM surveyors, under direction of a PLS, established all lot corners created by CSM No. 1. In addition, AECOM staff removed the previously -installed Plat Map lot and ROW comers that were no longer be required. During this work it was discovered that all the 3/4" rebar pins previously installed by AECOM along Compass Way had been replaced with 2" diameter pipe approximately 14" long. The pipe locations were located close but not exactly correct. We were directed by City staff to reinstall the rebar for consistent and accuracy of the lot corners and right-of-ways locations on the site. Lot Pinning — Proposed We anticipate it will take approximately two 8-hour days with a 2-person crew under the direction of a PLS to install all the pins for CSM No. 2. Included in the time estimate is setting pins for the right-of-way radius for the transition from Compass Way to Transport Drive. The cost for pin installation, including equipment, is estimated to be $3,600. Additional Proposed Budget AECOM has fully utilized the Amendment No. 1 budget as described above. We estimate approximately $3,600 to complete pinning of CSM No. 2, and the right-of-way for the transition from Compass Way to Transport Drive. Therefore, we are requesting a total budget increase of $3,600. As with all our agreements, AECOM will only bill for actual time incurred. We reserve the right to request changes in budgets if the scope of work varies from our project assumptions. This includes increases as well as decreases in our budget. The services provided will be performed in accordance with the approved Fee Schedule and conditions of the General Conditions of Service — City of Oshkosh, April 2009, which are expressly incorporated into, and are an integral part of, our agreement for professional services.
