PURPOSE: AWARD BID TO STATZ RESTORATION FOR EXTERIOR
REHABILITATION FOR THE PUBLIC MUSEUM CARRIAGE
HOUSE ($67,700.00)

WHEREAS, the City of Oshkosh has heretofore advertised for bids for exterior
rehabilitation work needed for the Public Museum Carriage House; and
WHEREAS,upon the opening and tabulation of bids, it appears that the following
is the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby

all according to plans, specifications, and bid on file. Money for this purpose is hereby

RE: Clarification of Carriage House Masonry Work
This memo offers background information and clarification of the masonry work on the Carriage House
that was discussed at the March 24 Council meeting(Resolution 20-128).
Funding was included in the 2019 capital improvement budget for masonry work.This work was to
include general tuck pointing, caulking of window seams, replacement of stone chimney caps,
reconstruction of the 1908 Carriage House chimneys,and repair of the Carriage House east support
piers.This work, and especially the chimney work,was to be done in conjunction with reroofing the
Carriage House. Facility Engineering, Inc. (FE) was hired in 2019 to prepare specifications and bidding
documents and perform site supervision, and General Services worked with FE to prequalify contractors
and solicit bids.
Bids came in higher than the budget amount and a decision was made to rebid in winter 2020, with a
focus on the chimneys and support piers.Two bids were received and the recommendation at the
March 24 meeting was to award the contract to Statz Restoration ($67,700).
This work is necessary.The chimneys have loose bricks,to the extent that some bricks can be removed
by hand. Chimney caps are cracked and this condition permits moisture to enter the chimney, further
exacerbating the deterioration of mortar and cracking of previously sound brick.The brick piers on the
east facade are deteriorated by decades of water drainage from the roof. Like the chimneys, bricks are
loose and like much of the structure, exhibit various stages of mortar deterioration and cracking.
To provide the Council with background,to my knowledge and in the 31 years I have been Director,the
Carriage House has not had masonry repairs or maintenance. Masonry work was requested in the early
1990s, and again when the building was renovated in 2001/2002. Both requests were unfunded. To
prevent further deterioration of the masonry, I highly recommend that this work be completed.

RE: Award Bid to Statz Restoration for Exterior Rehabilitation for the Public Museum
Carriage House ($67,700.00)
BACKGROUND
The Common Council allocated $85,000 in the 2019 CEP to address various exterior rehabilitation work
needed at the Public Museum's Carriage House building. This bid addresses the first phase of
rehabilitation work for this building and will repair the brick, stone and mortar on the two Carriage
House exterior chimneys in addition to repairing the distressed bricks and mortar of the building's
exterior piers that flank the east-facing carriage doors. The Museum engaged Facility Engineering (FE)
to coordinate the rehabilitation assessment,bid specifications and construction oversight.
As the Council chose to lay this item over from their March 24,2020 council meeting(Resolution 20-128),
staff thought it would be helpful to provide some additional background information and clarification

in hopes a 2020 bid award with a focus on the chimneys and support piers would be more competitive.
The 2020 bid received two bids and the recommendation at the March 24,2020 meeting was to award the
contract to Statz Restoration($67,700).

ANALYSIS
Working with FE and Public Museum staff,Purchasing prepared bid specifications for this project. The
bid was advertised in the local newspaper. Bids were due March 10, 2020. The bid tab is attached. It
was the consensus of FE and City staff that the Statz Restoration bid met all the minimum bid
requirements.
FISCAL IMPACT
The fiscal impact of this bid is $67,700.00. This bid, added to FE's fee of $26,963 brings the total fiscal
impact of this project to$94,663. The 2019 CIP allocated$85,000 for this project. Funds in the amount of
$10,100 were transferred from 0323-1070 7214 63909(Buildings-Steiger Wing Entrance Expansion-Phase
I), 2019 CIP, to cover the balance needed. This project will be charged to A/N#: 03231070 7214 63910
(Buildings-Sawyer Home& Carriage House Repair).
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Statz Restoration for$67,700.00. If you
