PURPOSE: APPROVE PURCHASES OF TRAFFIC SIGNAL EQUIPMENT,
RRFB SIGNALS, POLES AND FIXTURES TO TAPCO FOR THE
SNELL ROAD RECONSTRUCTION PROJECT 20-04 ($62,470.46)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City has allocated 2020 CIP funds for the Snell Road
Reconstruction Project; and
WHEREAS, this project will require the purchase of traffic signal equipment and
lighting poles and fixtures consistent with the City's traffic signal and lighting standards;
and
WHEREAS, the Electric Division staff secured proposals from the City's
standardized suppliers for the City's traffic signal equipment, lighting poles and fixtures
for the necessary equipment for this project.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to purchase traffic signals, lighting poles
and fixtures for the Snell Road Reconstruction Project from:
TAPCO
5100 West Brown Deer Road
Brown Deer, WI 53223
Total: $62,470.46
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and
directed to enter into an appropriate agreements for the purpose of same. Money for this
purpose is hereby appropriated from:
Acct. No. 0321-0410-6809-04004 Contract Control—Traffic

RE: Approve Purchases of Traffic Signal Equipment, RRFB Signals, Poles and Fixtures to
TAPCO for the Snell Road Reconstruction Project 20-04($62,470.46)
BACKGROUND
The Common Council allocated funds in 2020 CIP for the Snell Road Reconstruction Project which
includes paving, sidewalks, driveways and utilities. As part of this project the City's Electric Division is
to purchase and supply the traffic signal equipment and lighting poles and fixtures to ensure compliance
with the City's traffic signal and lighting standards. Installation of the equipment will be coordinated
by the electrical subcontractor for the project.
ANALYSIS
Electric Division staff secured a proposal for the required equipment for this project from TAPCO, the
standardized supplier for the City's traffic signal equipment.
FISCAL IMPACT
The CIP allocated $35,000 for the traffic portion of this project. Traffic staff did not realize that the
reconstruction of Snell Road was actually a conversion of the road from a rural section to an urban
section,necessitating new street lights and signals. The revised estimate for the Traffic/Lighting portion
of the project is now $234,568, which includes the proposed equipment and contractor cost. There is
funding available in the Traffic portion of prior year's construction projects that have come in under
budget to cover the entire$234,568, including the proposed equipment cost of$62,470.46.
RECOMMENDATION
Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases
may be made without following a formal competitive bidding process when the purchase is from only
one source of supply or when standardization or compatibility is the overriding consideration. In
accordance with Section 12-11 of the Municipal Code and with approval by the City Manager,Purchasing
recommends the Common Council approve the traffic signal equipment,RRFB signals,poles and fixtures
purchase from TAPCO,5100 West Brown Deer Road,Brown Deer,WI 53223,in the amount of$62,470.46.
