PURPOSE: APPROVE AMENDMENT TO PROFESSIONAL SERVICES
AGREEMENT FOR WEST 28TH AVENUE PUMP STATION DESIGN
/JACOBS ENGINEERING GROUP, INC. (JACOBS) ($20,660.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City and Jacobs Engineering Group, Inc. previously entered into
an agreement in which Jacobs Engineering Group, Inc. would provide the City with
pump station design services as related to the West 28th Avenue Project; and
WHEREAS, additional pump station design services have been requested from
Jacobs Engineering Group, Inc.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed to enter into and take
those steps necessary to implement an appropriate amended professional services
agreement with Jacobs Engineering Group, Inc. for additional pump station design
services in the amount of twenty thousand six hundred sixty dollars. ($20,660.00).

RE: Approve Amendment to Professional Services Agreement for West 28th Avenue
Pump Station Design/Jacobs Engineering Group, Inc. (Jacobs) ($20,660)
BACKGROUND
A professional services agreement with Jacobs for design of the West 28th Avenue Pump Station
was approved by the Common Council on November 12, 2019. During the course of the project,
additional services were requested from Jacobs.
ANALYSIS
These additional services include modifying the pump station construction contract document to
enable the pump station upgrades to be bid in a single contract with the City's right-of-way
improvements(Oregon Street and West 28th Avenue);consulting with Jacobs' geotechnical expert
on different trenchless technologies for planned installations of sewers and force mains; and
replacing, rather than re-using, pump station telemetry antenna system, including requiring
additional radio path survey services during construction.
FISCAL IMPACT
Staff has reviewed the amendment and the proposed costs and has found the costs consistent
with the level of effort that has been expended and will be expended in order to complete this
project. The amount of this contract amendment is $20,660. This will raise the total agreement
amount to $270,400 (not to exceed). Funds for this project are included in the 2019 Capital
Improvement Program.

RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal,
sealed quotes. I have reviewed the amendment and in accordance with Section 12-16 of the Code,
I am hereby recommending the Common Council approve this amendment.

City of Oshkosh West 28th Avenue Pump Station Design
City of Oshkosh Purchase Order No. 200275, Amendment No. 1
During the West 28th Avenue Pump Station Design Project (Project) final design
development, the City of Oshkosh (City) made design-related decisions that provide critical
benefits to the City but that also resulted in additional engineering services. The decisions
included the following:
• Modify the pump station construction Contract Documents to enable the pump station
upgrades to be bid in a single contract with City right-of-way improvements (Oregon
Street and West 28th Avenue)
• Consult with Jacobs trenchless technologist on planned installations of sewers and force
mains
• Replace, rather than reuse, pump station telemetry antenna system, including requiring
additional radio path survey services during construction
The decisions made during design provided the City with the following benefits:
• Remain on schedule with both planned utilities work and pump station improvements
while accomplishing greater advance coordination of construction activities
• Better understanding of potential risks associated with the planned trenchless
installations and suggestions to minimize the City's exposure to risk
• More reliable telemetry installation and avoided administrative costs associated with
separate procurement and radio path surveyor
The decisions resulted in additional engineering services and coordination with City staff
incorporated in the Project front-end Bidding and Technical Specifications.
Level of Effort and Compensation
The estimated engineering cost impact of the Project changes is 106 additional professional
service hours at a total cost of $20,660 as shown in Table 1.
