($59,985.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City and ADS Environmental Services, Inc. previously entered into an agreement in which ADS Environmental Services, Inc. would provide the City with flow monitoring collection services; and WHEREAS, additional flow monitoring collection services are needed to collect data during the spring rains; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed to enter into and take those steps necessary to implement an appropriate amended agreement with ADS Environmental Services, Inc. for additional flow monitoring collection services in the amount of fifty-nine thousand nine hundred eighty-five dollars. (ADS) ($59,985) BACKGROUND An agreement for flow monitoring collection was awarded by the Common Council to ADS on March 26, 2019. The past seven years the City has utilized ADS to conduct flow monitoring services to collect sanitary sewer flow data used to identify areas of high inflow and infiltration of clear water into the sanitary sewer system. This data is utilized to calibrate and verify the sanitary collection system model that was developed by Jacobs Engineering Group, Inc. (formerly CH2M Hill). ANALYSIS With a combination of the computer virus from earlier this year and the COVID-19 virus sweeping the globe, bids for this work were not able to be sent out as usual. This work is time sensitive as we need to collect data during the spring rains. Staff asked ADS to provide costs for new locations throughout the City. FISCAL IMPACT Staff has reviewed the amendment and the proposed costs and has found the costs consistent with the level of effort that will be expended in order to complete this project. The amount of this contract amendment is $59,985. This will raise the total agreement amount to $131,983 (not to exceed). Funds for this project are included in the 2020 Wastewater Utility Operating Budget.
