HomeMy WebLinkAbout30. 20-130 MARCH 24, 2020 20-130 RESOLUTION (CARRIED 5-2 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE PROFESSIONAL SERVICES PROPOSAL TO NORTHLAND RECREATION FOR PLAYGROUND DESIGN AND INSTALLATION FOR CONGRESS AVENUE TOT LOT ($170,000.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City of Oshkosh has heretofore solicited proposals from playground design firms for playground equipment, installation, accessible perimeter walk, and poured-in-place rubber surfacing; and WHEREAS, upon the opening and tabulation of the proposals, it appears that the following is the most advantageous proposal: NORTHLAND RECREATION 10085 Bridgewater Bay Woodbury, MN 55129 Total Bid: $170,000.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said proposal is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and proposal on file. Nos. 0323 0740 721606716 Land Improvements 0323 0740 721606816 Land Improvements 0323 0740 721663916 Land Improvements ?h OR c l�-Y Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: March 18, 2020 RE: Approve Professional Services Proposal to Northland Recreation for Playground Design and Installation for Congress Avenue Tot Lot ($170,000.00) BACKGROUND The Common Council allocated $200,000.00 in the 2019 Great Neighborhoods Program to replace play equipment($175,000) and fencing($25,000) at Congress Avenue Tot Lot which was installed in 2003. The Parks Department worked with the Congress Avenue Neighborhood Association to identify types of playground equipment they would like included within the design at Congress Avenue Tot Lot. The Parks Department and Purchasing included these ideas and specifications into a Request for Proposal (RFP) and solicited proposals from playground design firms. The RFP requested firms to provide up to 3 playground designs, to include the equipment, installation, accessible perimeter walk and poured-in-place rubber surfacing. ANALYSIS The RFP was issued for this project on February 19, 2020 and sent to known playground design firms. Proposals were due March 13, 2020. Proposals were received from 5 firms. Proposals were reviewed by the Congress Avenue Neighborhood Association. The Association members selected Option 2- the Spinner option, from Northland Recreation for their product and design. FISCAL IMPACT The total fiscal impact of Northland Recreations Option 2 proposal is$170,000.00. The proposal includes the equipment, installation, accessible perimeter walk and poured in place rubber surfacing. The remaining$5,000 for the play equipment project will be used for site restoration. The Common Council allocated$200,000.00 for play equipment and fencing projects in the 2019 Great Neighborhoods Program. Funding for this playground equipment will be from funds available in three accounts: A/N#: 0323 0740 721606716, A/N#: 0323 0740 721606816 and A/N#: 0323 0740 721663916. In accordance with Section 12-16, Purchasing recommends that the Common Council approve the proposal submitted by Northland Recreation, 10085 Bridgewater Bay,Woodbury,MN 55129 for $170,000.00.
