PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; AUTHORIZE
REDEVELOPMENT AUTHORITY TO ACQUIRE; 1004 SOUTH
MAIN STREET ($119,000); APPROVE BUDGET AMENDMENT
INITIATED BY: COMMUNITY DEVELOPMENT
REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved
WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to
assist in the elimination and prevention of blight and blighting influences and to promote
urban renewal; and
WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority
may spot blight and acquire blighted property without designating a boundary or
adopting a redevelopment plan; and
WHEREAS,the property owner has offered the property at 1004 South Main Street
to the Redevelopment Authority and said property is not within a designated
redevelopment area; and
WHEREAS, the Common Council and Redevelopment Authority have approved
of the Sawdust District Master Plan that provides strategies for the area generally located
south of the Fox River to W. 171h Avenue, fronting on both side of S. Main Street; and said
property is within said Sawdust District; and
WHEREAS, the Redevelopment Authority conducted a public hearing and
approved a determination that the property at 1004 South Main Street is blighted and in
need of rehabilitation and blight elimination; and
WHEREAS,the Common Council has previously approved the City's 2020 Capital
Improvement Budget and it is necessary to amend such Budget for the purpose of
funding the purchase of this property.

CONT'D
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the property at 1004 South Main Street is hereby declared blighted pursuant
to the provisions of Section 66.1333, Wisconsin Statutes.
BE IT FURTHER RESOLVED by the Common Council that a comprehensive
redevelopment plan is not necessary to determine the need for acquisition and
redevelopment of said property.
BE IT FURTHER RESOLVED that the following 2020 Capital Improvements
Budgets are hereby amended to fund said land purchase:
0323-0740-6401-63005 $100,000 2020 Former Sanitation Building Demo
BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials
are authorized and directed to acquire said property for $119,000.00 plus closing costs
and execute any and all documents necessary to consummate this transaction. Money for
this purpose is hereby appropriated from the following accounts:

Acquire 1004 South Main Street ($119,000); Approve Budget Amendment
BACKGROUND
The City was recently offered a vacant building at 1004 South Main Street. The recently
adopted Sawdust District Plan identifies the Main Street corridor as a high-priority
redevelopment site, with right of way widening and mixed use development goals. The
property at 1004 South Main Street meets those criteria.
ANALYSIS
The current owner does not occupy the building, nor is there any tenant. The current
owner approached City staff with an interest in selling the property to the City for the
assessed value of the property. City staff has completed a field inspection and
recommends acquisition and eventual demolition. The roof is leaking in many
locations, but storage could be considered as a short-term use. The long term plan for
the property would be to land bank the property for the future redevelopment of the
Main Street Corridor. The vacant building would remain with limited storage until the
demolition of the property could be combined with other demolition of structures in the
neighborhood.
FISCAL IMPACT
The RDA/City can use $25,000 of the $300,000 in 2020 Scattered-Site CIP funds for the
acquisition. A 2020 CIP budget amendment is also being requested to use $100,000 of

the Former Sanitation Garage Demolition for this acquisition. On-going maintenance of
the parcel would cost about$500/year for snow removal.
RECOMMENDATION
The Council approves the spot blight designation,approve acquisition of property at 1004
S. Main Street for $119,000 and approve the budget amendment.
