PURPOSE: APPROVE AMENDMENT TO MUSEUM MEMBERSHIP BUDGET
INITIATED BY: OSHKOSH PUBLIC MUSEUM
WHEREAS, the Common Council has adopted the 2020 Operating Budget, which
is on file in the Office of the City Clerk and available for public inspection; and
WHEREAS, an amendment to the Museum Membership Budget within the 2020
Operating Budget is necessary to allow for the Museum Board's acceptance of a donation
and purchase of a point of sale system for the Oshkosh Public Museum; and
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the 2020 Operating Budget, on file in the City Clerk's Office, is hereby
amended to include the donation of seven thousand nine hundred fifteen dollars
($7915.00) toward the purchase of a point of sale system for the Oshkosh Public Museum
within Account Number 02271070-4952 Gifts and Donations and Account Number
02271070-6550 Minor Equipment Membership Fund.

RE: Amend Museum Membership Budget
BACKGROUND
The Museum sought to update its store sales and admissions capabilities through the purchase of a
point of sale (POS) system. Our preference is a system that handles sales and tickets, as well as tracks
members and donors. No funds were budgeted in 2020 for this purchase.
CURRENT ANALYSIS
The Museum evaluated three different POS systems and selected the system from ECR Cash Registers,
LLC, as the best system to serve the Museum's current and future needs.The cost of this system is
$7,950.This includes two complete registers, drawer,scanner setups and 4 one-time software licenses
for use at the registers and two offices.There is no annual license fee associated with the purchase.This
POS system will allow for sales and admissions, reporting, inventory control, and membership data. It
will be a vast improvement from the 1980s non-computerized cash register the Museum has been using.
RECOMMENDATION
No funds were allocated in the 2020 Membership Fund for this purchase.The Museum received a
donation ($7,915)from an individual to specifically cover the cost of the purchase.The revenue
(02271070-4952) and expense line (02271070-6550) in the Membership Fund should be amended to
reflect the donation and purchase.
