OSHKOSH COMMITTEE ON AGING (COA) MINUTES
February 4, 2020
A.) Ms. Richey called the meeting to order at 8:04 a.m.
B.) PRESENT: Sue Ashton; Heidi Basford-Kerkhof; Julie Kiefer; Ron Duerkop; Julie
Maslowski; Judy Richey; Xandy Kloeckl; David Chapman; Julie Davids
EXCUSED: Lurton Blassingame
ABSENT: Deb Allison-Aasby
STAFF: Jean Wollerman, Senior Services Manager; Bobbie Luft, Activities Coordinator
C.) APPROVAL OF MINUTES: January 7, 2020 minutes approved as written. Julie M.
moved to accept the minutes as written, Julie K seconded. Motion carried to accept the
minutes as written.
D.) Citizens Statements- David Chapman and Julie Davids; Committee member alternates,
provided brief backgrounds of themselves.
a) Brian Nagler, Program Supervisor-Aging & Disability Resource Center of Winnebago
County (ADRC); explained the ADRC is working with the Oshkosh Fire Department
(OFD) on a Fall Risk Program. He stated there are many situations and reasons for people
to fall. Mr. Nagler explained the OFD will provide referrals to the ADRC, since the
program started in November, there have been 40 referrals given to I/A (Information and
Assistance) social workers on call. He stated they work on caregiver support as well and
help people with preventative programs. Mr. Duerkop commented that the ADRC/OFD
collaboration is a great step forward and proving to be far more than past efforts to link
people who fallen with services. Mrs. Maslowski questioned what the most common
reason for falls was. Mr. Nagler responded, clutter, alcoholism and many various reasons.
b) Matt Thompson, owner of Visiting Angels; he owns five branches and the purpose
is to help individuals maintain independence in their own home. He stated he is part of a
dementia crisis team in two counties.
E.) NEW BUSINESS:
a) Ken Arneson-Evergreen Retirement Community, President and CEO; presented on the
Future of Aging-see attachment A-A Future of Aging. He also explained that 19
nursing home facilities have closed this year because they can’t find staff for the pay.
He explained the pocket neighborhoods concept plan: to be located on 9th Ave, ranch
style homes, 1100 square feet with a 2 car garage, the garages will be located in the back
of the homes, working on rents to be $1000-$1500.
F.) OLD BUSINESS:
a) Strengthen our Partnership with Neighborhood Assoc. and Other Partners-Lurton
Blassingame- None
b) Affordable Transportation and Delivery Services for Seniors-Judy Richey-Ms. Richey
reminded everyone that the general community can work with the individual groups
on the committee.
c) Create Community Design & Policy that supports an Age Friendly community-Jean
Wollerman- Mrs. Wollerman stated that Mrs. Basford-Kerkhof and Mrs. Ceman are
focusing on creating an age friendly community, staying connected and updates will be
reported as needed.
d) Improve Communication and Visibility of Available Services to Seniors-Ron
Duerkop-Mr. Duerkop distributed copies of this work group’s 2019-2020 Action Plan
with work group members Judy Richey, Julie Maslowski, Sue Ashton, and Ron
Duerkop highlighting progress and remaining work to be done in the seven (7) areas of
focus. see attachment B. Mr. Nagler stated the ADRC had partnered with the Seniors
Center assisting ten individuals with advanced directives.
G.) OTHER BUSINESS:
Discussion and information pertaining to scams targeting senior citizens-Mr.
Duerkop moved to defer topics on scams, Mrs. Kloekl seconded, motion carried.
Mr. Chapman passed out a sheet, see attachment C-Who’s Who, a networking
evening with local healthcare professionals and community providers.
ADJOURNMENT: Mr. Duerkop moved to adjourn at 9:15 am, Mrs. Basford-
Kerkhof seconded, motion carried to adjourn at 9:15 am.
