OSHKOSH COMMITTEE ON AGING (COA) MINUTES
October 1, 2019
A.) Ms. Richey called the meeting to order at 8:00 a.m.
B.) PRESENT: Heidi Basford-Kerkhof; Ron Duerkop; Judy Richey; Lurton Blassingame;
Julie Kiefer; Deb Allison-Aasby; Xandy Kloeckl
EXCUSED: Julie Maslowski
ABSENT: Sue Ashton
STAFF: Jean Wollerman, Senior Services Manager; Bobbie Luft, Office Assistant
C.) APPROVAL OF MINUTES: September 3, 2019 minutes approved as written. Mr.
Blassingame moved to accept the minutes as written, Mr. Duerkop seconded. Motion
carried to accept the minutes as written.
D.) Citizens Statements-
E.) NEW BUSINESS:
a) Council Report-Mrs. Allison-Aasby stated the Council started working on budgets in
July and have many more meetings scheduled. She stated they have been dealing with
water bill concerns.
b) Mayor is going to pursue two alternate members, there will be a follow up as to how
soon
c) Ms. Richey questioned youth coming in as observers; Mrs. Allison-Aasby responded it
would be more of a youth leadership and they are working with the schools on
logistics.
F.) OLD BUSINESS:
a) Strengthen our Partnership with Neighborhood Assoc. and Other Partners-Lurton
Blassingame- Mr. Blassingame went to the Neighborhood Association meeting and
announced: the Senior Expo, pharmacy benefits, help with various caps or larger labels;
he announced the Elder Benefit Specialist-Julie Maslowski at 920 420 4886—
CORRECTION: Joan Jaworski is the Elder Benefit Specialist at 920 236 4685; the number
for elder abuse is 844 614 5468. Mr. Blassingame stated the Middle Village hopes to
have others step in leadership roles.
b) Affordable Transportation and Delivery Services for Seniors-Judy Richey-None
c) Create Community Design & Policy that supports an Age Friendly community-Jean
Wollerman- None
d) Improve Communication and Visibility of Available Services to Seniors-Ron
Duerkop- Mr. Duerkop stated Senior Care has been extended for 10 years. The cost is
$30 annually, have to be 65 years of age and co-pays are $5-$10. He stated in Wisconsin
there are 50,000 seniors that are dependent on this benefit.

G.) OTHER BUSINESS:
a. Discussion and information pertaining to scams targeting senior citizens- Mr.
Duerkop stated Medicare will NOT call to verify any information. Mrs. Basford-
Kerkhof stated that scam letters are now being mailed to look like it is coming from
Social Security Office. If you have any concerns take it to your local office.
Ms. Richey announced that there is a scam that has started pertaining to the
Census
Ms. Richey stated that phone calls appear to becoming from spectrum
discussing lowering your bill, however; it is another provider. She suggested
not to answer the call if you do not know the number.
Mrs. Allison-Aasby stated scams appear to be focused on young adults as well
stating they have balances in school that need to be taken care of.
Ms. Richey announced that Appleton was aware of emails coming forth
asking for a dog sitter and this ends up being Human Trafficking.
Mrs. Kiefer announced: UWO Women’s Wellness and Education Retreat, Oct
18-20 in Elkhart Lake. See attachment C; Learning in Retirement, Craig
Culver November 20th, 10-11:30 am, see attachment D. Ms. Richey
commended UWO on their great job with continuous learning opportunities.
Ms. Richey explained the importance of a DNR or allergy bracelet. She spoke
with Chuck Hable from the Oshkosh Fire Department and he explained there
needs to be a bracelet on the person and has to be a specific kind. She will get
more information pertaining to this.
Ms. Richey stated Pam Ruder from Neighborhoods will be the speaker at the
next meeting, she thanked Mrs. Kiefer for making the connection.
H.) ADJOURNMENT:
Mrs. Allison-Aasby moved to adjourn at 8:50 am, Mrs. Keifer seconded, motion carried to
adjourn at 8:50 am.
