Nos. 03110410-7480 Sidewalk Construction Fund Expenditures 03170410-7480-03304 Special Assessments Fund — Sidewalks 03210410-6806-04906 Contract Control— Sidewalk 05411867-6401-08673 Water Operating Budget—Mains 05411867-6401-08675 Water Operating Budget - Services 1 Cityo Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the Common Council �/ � FROM: Justin Gierach, Engineering Division Manager/City Engineer �I l./i DATE: March 5, 2020 RE: Award Bid for Public Works Contract No.20-06/ Concrete Sidewalk (New&Rehabilitation) Al Dix Concrete, Inc./($1,330,779) BACKGROUND The purpose of this project is to repair existing sidewalks, driveway aprons,and handicap ramps; install new sidewalks; and complete street or sidewalk repairs at Water Utility excavations. The approximate boundary of the neighborhoods for sidewalk repair is north of East Irving Avenue/Lincoln Avenue, east of Jackson Street/Harrison Street, west of Lake Winnebago, and south of East Murdock Avenue/East Nevada Avenue. The 2019 program had an area bounded by East Lincoln Avenue and Sterling Avenue on the north,Mount Vernon Street on the west,East Irving Avenue on the south, and Lake Winnebago on the east that had to be removed from the 2019 program due to the shortage of available funds. This area will be included in the 2020 program. ANALYSIS There were two(2)bids received for the project. The low bid was received from Al Dix Concrete, Inc. of Kaukauna, Wisconsin. The total bid is $1,330.779. FISCAL IMPACT Funding for the sidewalk rehabilitation portion of the project is in the 2020 Capital Improvements Program(CIP) Sidewalk Section, including transfers from other projects that have come in under budget. Funding for the Water Utility patches is included in the Water Utility Operating Budget. Following is a summary of the available funds and the estimated total construction cost,including ancillary costs such as engineering fees, landfill tipping fees, construction materials testing fees, and other construction-related expenses. Property owners are invoiced for the cost of sidewalk and driveway apron repairs abutting their property.
