Cooperative Purchase - Display Automated Fee Machines / Parks Department's Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: John Fitzpatrick, Assistant City Manager/Director of Administrative Services DATE: March 2, 2020 RE: Cooperative Purchase of Ventek Pay and Display Automated Fee Machines (AFMs) for the Parks Department's Fugleberg Boat Launch, 24th Avenue Boat Launch and the Rainbow Memorial Park Boat Launch BACKGROUND The 2020 Parks Department Revenue Facilities Fund has$45,000 budgeted to begin installing Automated Fee Machines (AFMs) at city boat launches. The machines allow payment of boat launch fees by cash or credit/debit card. This will allow the customer more flexibility in payment options. We are currently only purchasing AFMs for three boat launch sites(Rainbow Memorial Park launch has two pay stations) and if the machines work to our satisfaction, we intend to purchase AFMs for the remaining three boat launches later this year. The machines are solar-powered with battery backup and are the same machines that the Wisconsin State Parks/DNR are installing in their facilities. ANALYSIS Working with Parks Department staff, Purchasing confirmed VenTek International has been awarded the Wisconsin Department of Natural Resources (DNR) Request for Bid (RFB) for stand-alone electronic pay stations (#18-106-08) of which the Ventek Pay and Display Automated Fee Machines (AFMs) are included. As a municipality of the State, the City of Oshkosh can also participate under this cooperative purchasing contract. FISCAL IMPACT The total fiscal impact of the four Ventek Pay and Display Automated Fee Machines(AFMs),installation, training and annual software costs via the cooperative purchasing program is $33,849.00. A grant from the Wisconsin DNR will cover 50% of this cost. This purchase will be charged to the Parks Department Revenue Facilities Fund (A/N#: 255-0610-7204-11422). There are sufficient funds (approximately $45,000) available in this fund for this purchase. RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12- 15 of the Municipal Code, I am hereby submitting a report of this purchase to the Common Council.
