Item 7: Chief Oshkosh Signage - Update
1.) Initiated by: Steve Cummings
This project is a proposal for additional signage for the Chief Oshkosh statue. Steve
Cummings and Shirley Brabender Mattox are involved from Landmarks and working
with Pascale Manning from UW-Oshkosh. The project team has been in touch and
spoken with Chairman Douglas Cox and Tribal Historian David Grignon from the
Menominee Nation.
2.) Is the item related to an Historic District/contributing, listed individually, Landmarked
or eligible?
The property is City property and involves the Chief Oshkosh statue and area
immediately around it.
2a.) Does item conform with all Local, State, or other Ordinances, Statutes?
Yes - the project would comply with all local ordinances and policies.
2b.) Has the State Historical Society been notified or involved?
Yes. The state replied back to staff with information on the area (approximately 20
feet on each side of the statue) that may not be disturbed (no signage can be located
there).
2c.) Are other organizations or entities involved?
The Menominee Indian Tribe has provided input and Steve Cummings, Shirley
Brabender Mattox, Dennis Zack, and Steven Wiley all went up to the Menominee
Nation on June 171h and met with Chairman Douglas Cox and Tribal Historic
Preservation Officer David Grignon. Chairman Cox and Mr. Grignon were
supportive of the direction the project was headed, and suggested possibly meeting
with the Wisconsin Herd to partner with them on the signage. Mr. Cummings, Ms.
Brabender Mattox, Mr. Zack, and Mr. Wiley met with Stephanie de Montigny and
Pascale Manning on July 24th, 2019 at City Hall to discuss the draft. Mr. Cummings,
Ms. Brabender Mattox, Mr. Zack, and Mr. Wiley met with Pascale Manning and Heidi
Nicholls on September 131h at City Hall and discussed Pascale's draft. The Parks
Department would likely help install the signs. Staff has worked on setting up
another meeting for September and met on September 131h to review and refine the
draft. The group then met on October 25th to discuss the draft. Mr. Cummings has
started discussions with the Oshkosh Area Community Foundation also. An
additional $5,000 of funding was secured recently. Dennis Zack has discontinued
work on the project but staff and Mr. Cummings will work with relevant departments

(Parks, Library, Museum) and Pascale on making progress.
3.) Are Historic Tax Credits applicable for this item?
No
4.) Does this pertain to municipally -owned structures?
The City owns Menominee Park where the statue is located and would own the signage
also.
5.) What is the Commission priority # for this item?
Ongoing projects and property owners that approach the Commission for input are a
top priority of the Commission, along with other ongoing tasks.
5a.) Does the Commission have enough information for action(s)?
The Commission does not yet have enough information because the draft for the
signage is not yet final. Once a final draft is available, the Commission could take
action and request changes or provide support.
Discussion Considerations
1.) More research or follow up on Item?
The UW-Oshkosh group is working on a draft for the signage. Staff worked with Erie
Landmark Company and obtained a price quote of approximately $1,500 per sign for
24"x18" signs and is determining what size and quantity of signage falls within the
budget, and also what methods of mounting the plaques are available. Staff has also
looked at the budget for the color sign faces similar to the Riverwalk signage and found
that staff had estimated a cost of approximately $5,000 for each sign including the sign
face, replacement face, sign base, shipping, installation, research, and reserve funding.

So far, funding consists of approximately $10,000 from two donors. Steve Cummings is
working on obtaining additional funding from other donors.

Currently no action is needed from the Commission.
6.) Follow up?
The project group is working on obtaining additional funding, and staff will continue
working on cost estimates/mounting and installation options. The group is working on
revising and finalizing the draft. Staff will work on setting up additional meetings to

discuss the draft. Staff will have to coordinate the approval process (Library Board,
Landmarks, Advisory Parks, Board, and Common Council). Depending on available
funds, the group will have to determine sign types and work with the Wisconsin
Historical Society to determine sign placement.
