1. Discuss and approve 2020 hours of operation for Menominee Park Children’s Amusement Center
After a review of the past few seasons at the Menominee Park Children’s Amusement Center, staff is
recommending changes to the hours of operation. When making this decision, staff reviewed past
use as well as comments from various users about operation times that would work best for them.
In addition, the reduction in hours is proposed due to availability of part time / seasonal staff to
continue operating as has been in the past.
2. Discuss and recommend approval of the William G. Spanbauer Concession lease agreement
between City of Oshkosh and Fraternal Order of Eagles
The Board will discuss approval of the Concession Stand Lease for William G. Spanbauer
Concessions between the City of Oshkosh and the Fraternal Order of Eagles. This agreement is
similar to prior concession stand lease agreements with this group that have been approved in the
past. The Board is being asked to recommend approval to the Common Council. Staff recommends
approval.
3. Discuss implementation of Phase 1 components of Lakeshore Park Master Plan
With the Lakeshore Park Master Plan approval process complete, staff would like to discuss Phase 1
development priorities with the Board to begin the design process. Final copies of the plan will be
distributed to the Board at the meeting, please refer to the Phase 1 improvements pages included
with your Board packet.
Staff believes the following improvements, in priority order, based on the approximate $2,000,000
capital improvement budget in 2020, should be focused on:
1) Four-season building
2) Terrace areas at four-season building
3) East parking lot, drop off, Punhoqua cul-de-sac
4) Public plaza
5) On-street parking at Rainbow Memorial Park
Staff will be looking for input from the Board to begin moving forward.
