PURPOSE: APPROVE WAIVER OF PURCHASING REQUIREMENTS AND
AUTHORIZE STAFF TO PURCHASE AND INSTALL EQUIPMENT
AND MATERIALS FOR A CORROSION CONTROL
OPTIMIZATION STUDY AT THE WATER FILTRATION PLANT
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS,Wisconsin Department of Natural Resources (WDNR)is requiring the
Department of Public Works to complete a Corrosion Control Optimization Study at the
Water Filtration Plant; and
WHEREAS, the Corrosion Control Optimization Study requires the temporary
installation of test loops consisting of piping, valves, meters and other equipment to
measure the effectiveness of techniques to limit lead and copper leaching into the water
system; and
WHEREAS, the Corrosion Control Optimization Study has a limited defined
timeline and upon completion of the study and approval by WDNR, the system will be
removed; and
WHEREAS,timely completion of the study will require purchase of materials and
equipment for installation in February/March of this year (2020); and
WHEREAS, city staff has worked with Jacobs Engineering to prepare a list of
compatible materials and equipment necessary for purposes of the study; and
WHEREAS, costs for materials for this study will exceed $25,000 requiring the
solicitation of bids under Section 12-10 of the City's Municipal Code, unless waived.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the purchasing requirements of Section 12-10 of the Oshkosh Municipal
Code are hereby waived and the appropriate city staff are hereby directed to work with
Jacobs Engineering to purchase the required materials and equipment to ensure
compatibility of materials and installation in a timely manner for purposes of the
Corrosion Control Optimization Study.

RE: Approve Waiver of Purchasing Requirements and Authorize Staff to Purchase
and Install Equipment and Materials for Corrosion Control Optimization
Study at the Water Filtration Plant
BACKGROUND
Since the Federal Lead and Copper Rule (LCR) was published in 1991, the City of Oshkosh
(City) has complied with all LCR requirements. In 1998, the City implemented corrosion
control treatment (CCT) at the Water Filtration Plant (WFP) to minimize lead and copper
concentrations in the distribution system. In May 2019, the Wisconsin Department of Natural
Resources (WDNR) modified its previous determinations regarding the City's CCT practices
and required the City to complete a demonstrative CCT study to determine whether its
practices are optimized in a manner that minimizes lead and copper concentrations to the
greatest extent possible.
Engineering Division requested a proposal from Jacobs to assist in the preparation of a
demonstrative study proposal to WDNR that outlined the treatment alternatives to be evaluated
through pipe loop testing. Jacobs was chosen due to their extensive experience with the WFP
and the City's water distribution system. Their scope of services included the preparation of a
pipe loop test plan and completion of a test apparatus design and functional test.
ANALYSIS
The CCT study requires the temporary installation of test loops consisting of piping, valves,
meters, and other equipment to measure the effectiveness of techniques to limit lead and copper
leaching into the water system. This study has a limited defined timeline and upon completion
of the study and approval of the study results by the WDNR, the test loops will be removed.
Timely completion of this study will require purchase of materials and equipment for
installation in February/March 2020. City staff have worked with Jacobs to prepare a list of
compatible materials and equipment necessary for the purposes of this study.

FISCAL IMPACT
The costs for the materials and equipment required this study will exceed $25,000. Funding for
these purchases were included in the 2020 Water Utility Operating Budget.
RECOMMENDATIONS
In order to ensure compatibility of materials and installation in a timely manner, it is requested
that the purchasing requirements of Section 12-10 of the Municipal Code of the City of Oshkosh,
and the appropriate City staff be directed to work with Jacobs to purchase the requirement
materials and equipment.
