FOR HVAC IMPROVEMENTS FOR THE FIRE DEPARTMENT ($252,990.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for the necessary HVAC equipment replacements and updates within Fire Stations 15-19; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the only bid that meets the minimum bid specifications: GARTMAN MECHANICAL SERVICES, INC. 520 W. South Park Ave Oshkosh, WI 54902 Total Bid: $252,990.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of the same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 0323-0130-7214-63035 Buildings Kgp s f3 city of Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jon G.Urben, General Services Manager DATE: February 13,2020 RE: Award Bid to Gartman Mechanical Services Inc. for HVAC Improvements for the Fire Department($252,990.00) BACKGROUND The Facilities Maintenance Division works closely with our HVAC engineer from McMahon & Associates to regularly monitor, update and prioritize the annual HVAC Replacement Schedule for our building's HVAC equipment. The 2020 CIP Roofing/HVAC CIP has been allocated $500,000.00. The next project is to address a variety of necessary HVAC equipment replacements/updates within Fire Stations 15-19. This work includes replacing various hot water and control valves, ductwork, exhaust fans, ventilation fans and updating make up air(MUA)units,NO2 and CO sensors. The work will also include installing air conditioning units within the Emergency Operations Center/Training Room. ANALYSIS Working with McMahon, Fire Department and Facilities Maintenance staff, Purchasing prepared bid specifications for this project. The bid was advertised in the local newspaper. Bids were due February 13,2020. The bid tab is attached. While two bids were initially received,only one bid met the minimum bid specifications. It was the consensus of McMahon and City staff that the Gartman Mechanical Services Inc.bid received met all the minimum bid requirements. FISCAL IMPACT The fiscal impact of this bid is$252,990.00. This bid, added to McMahon's engineering fee of$18,500.00 brings the total fiscal impact of this project to $271,490.00. The 2020 Roofing/HVAC Fund has been allocated $500,000.00. With the inclusion of this project and factoring in current/pending projects, the HVAC/Roofing CIP Fund has sufficient funds for this project. This project will be charged to A/N#: 03230130 7214 63035.
