PURPOSE: APPROVE DONATION OF RETIRED OSHOSH FIRE
DEPARTMENT AMBULANCE TO LA ESPERANZA DE
CHACLACAYO ROTARY CLUB FOR USE IN PERU
INITIATED BY: OSHKOSH FIRE DEPARTMENT
WHEREAS, the Oshkosh Fire Department retired three ambulances and replaced
them with three new units; and
WHEREAS, two of the ambulances have been repurposed into utility vehicles to
support fire department operations; and
WHERAS, the Oshkosh Fire Department does not have a use for the third unit;
and
WHEREAS,La Esperanza De Chaclacayo Rotary Club in Peru approached the City
of Oshkosh regarding the potential to donate the ambulance to their local fire department;
and
WHEREAS, the local Rotary Clubs would facilitate the donation, the logistics for
transporting the vehicle to Peru, and navigate the customs process.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed to take all appropriate
actions to donate one retired ambulance to the La Esperanza De Chaclacayo Rotary Club
in Peru .
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
to donate the retired ambulance to Chaclacayo Peru, and to enter into an appropriate
agreement and/or execute any necessary paperwork with the La Esperanza De
Chaclacayo Rotary Club in Peru as may be necessary for that purpose.

RE: Approve Donation of Retired OFD Ambulance to Rotary Club in Peru
BACKGROUND
In 2019 the Oshkosh Fire Department retired three ambulances and replaced them with three new units. Two
of the ambulances have been repurposed into utility vehicles to support fire department operations. The
Oshkosh Fire Department does not have a use for the third unit. OFD has been approached by the La
Esperanza De Chaclacayo Rotary Club in Peru via the Rotary Clubs in Oshkosh about the potential for
donating the ambulance to their local fire department. The City of Oshkosh, and the Oshkosh Fire Department
has a history of donating equipment and apparatus to communities around the globe who could benefit
greatly from receiving those items.
ANALYSIS
One option would be to try to liquidate the ambulance. This would likely generate a nominal amount and the
ambulance would most likely sold for scrap. Another option would be to donate the ambulance to the La
Esperanza De Chaclacayo Rotary Club. Working with the local Rotary Clubs, they would facilitate the
donation, the logistics for transporting the vehicle to Peru, and navigate the customs process.
FISCAL IMPACT
There would be a very limited fiscal impact. By donating the ambulance,the City of Oshkosh would forego
the limited return on the sale of the ambulance. Based on the market value for the ambulance's make, model,
and mileage, and the amount that the retired ambulances have garnered in the past, the approximated value of
this unit is$3,000.00. The ambulance would be donated as is. Once donated, the Oshkosh Fire Department
and the City of Oshkosh would have no further financial or administrative responsibility for any of the costs
associated with the ambulance in order for it to arrive at its final destination.
RECOMMENDATION
This ambulance has served the community of Oshkosh well. It played a role in saving many lives over the
years. The City of Oshkosh now has a unique opportunity to help another community across the globe save
lives by donating this ambulance to them. The recommendation would be that Common Council approve this
donation so that the ambulance can still fulfill its intended purpose in being a vehicle that firefighters can
continue to transport the sick and injured to the hospital in.
