OSHKOSH COMMITTEE ON AGING (COA) MINUTES
September 3, 2019
A.)Ms. Richey called the meeting to order at 9:00 a.m.
B.) PRESENT: Sue Ashton; Heidi Basford-Kerkhof; Ron Duerkop;Julie Maslowski;Judy
Richey; Lurton Blassingame;Julie Kiefer;
EXCUSED: Deb Allison-Aasby; Xandy Kloeckl;Jean Wollerman
STAFF: Bobbie Luft, Office Assistant
C.)APPROVAL OF MINUTES: August 6, 2019 minutes approved as written. Mr. Duerkop
moved to accept the minutes as written, Mr. Blassingame seconded. Motion carried to
accept the minutes as written.
D.)Citizens Statements-Ms. Richey announced that Cindy Draws from Winnebago County
Health Department will be retiring after the Senior Expo.
E.) NEW BUSINESS: ADRC Elderly Benefit Specialists: Joan Jaworski (Oshkosh)and Julie Nicks
(Neenah) shared a presentation, see attachment A, on ADRC staff and Medicare/Open Enrollment;
they also passed out an information sheet on how to create an account for a Personalized Medicare
Plan Finder Experience, see attachment B. Mr. Duerkop stated concern for those people that do not
have access to a computer to set up an account;Mrs.Jaworski explained that the Benefit Specialist
would create an account for them and keep their password. Ms. Ashton questioned the length of
the appointment with the Specialist to discuss options;Mrs. Jaworski stated approximately an hour
appointment. Ms. Richey questioned what one does if they are homebound and cannot get out to
meet with someone;Mrs. Jaworski explained getting a list ahead of time of medications would be
helpful so the Specialist could bring it to the home visit. Ms. Richey questioned if one options out
of taking the supplement plan and chooses the Advantage Plan,would they be allowed to go back
to the supplement plan;Mrs.Jaworski explained within a 12 month period they may be allowed to
go back however;the price would not be guaranteed to be the same. She explained if longer than
12 months, they would likely be subject to underwriting and may not be accepted for supplement.
Mr. Duerkop explained there are several ads on the television regarding Medicare. He referenced
one touting the "Medicare Coverage Helpline' that promotes "Medicare Coverage for Home Aides
and Rides to Doctor Appointments". Mrs. Jaworski noted that Medicare Advantage plans can and
do offer coverage in addition to the standard "Vision, Hearing and Dental' coverages. It is
important to note that this "Medicare Coverage Helpline" is not related to Original Medicare but is
related to Medicare Advantage Plans.
F.) OLD BUSINESS:
a) Strengthen our Partnership with Neighborhood Assoc. and Other Partners-Lurton
Blassingame-Mr. Blassingame shared the Consumer Protection Agency hotline
number as well as the Winnebago Public Health Department fall classes with the
Neighborhood Associations. The number for the hotline is 1-800-422-7128.
b) Affordable Transportation and Delivery Services for Seniors-Judy Richey-None
c) Create Community Design & Policy that supports an Age Friendly community-Jean
Wollerman- None
d) Improve Communication and Visibility of Available Services to Seniors-Ron
Duerkop- see attachment E regarding Observation Status and attachment F regarding
Task Force on Caregiving.
G.)OTHER BUSINESS:
a. Discussion and information pertaining to scams targeting senior citizens-Mr.
Duerkop reminded all to be aware that with Medicare open enrollment coming up,
there will likely be scams pertaining to this like illicit phone calls to offer help to
review their Medicare Supplement/Medicare Advantage/Drug coverage options and
getting the person to give them personal identification like their Social Security or
Medicare number. People are encouraged to contact the Elder Benefit Specialist if
they have questions or need help with their healthcare insurance options.
b. Ms. Richey announced October 1St will be the Senior Expo and therefor the COA
meeting will be abbreviated; the Expo will run from 9 am to 1:30 pm. Mr.
Blassingame encourage all to attend.
c. Mrs. Maslowski announced on September 11th at the Oshkosh Seniors Center there
will be a Brain Fair starting at 10 am; September 21St will be a Walk for Alzheimer's at
North High School, registration starts at 8:30 am.
d. Ms. Ashton provided information pertaining to Vaping, see attachment G and
statistics regarding decline in opioid deaths in Wisconsin, see attachment H.
H.)ADJOURNMENT:
Mr. Blassingame moved to adjourn at 9:54 am, Mrs. Maslowski seconded, motion carried to
adjourn at 9:54 am.
