OSHKOSH COMMITTEE ON AGING (COA) MINUTES
August 6, 2019
A.)Ms. Richey called the meeting to order at 8:00 a.m.
PRESENT: Sue Ashton; Heidi Basford-Kerkhof; Ron Duerkop; Xandy Kloeckl;Julie
Maslowski;Judy Richey; Lurton Blassingame;Julie Kiefer; Deb Allison-Aasby
EXCUSED:
STAFF: Bobbie Luft, Office Assistant
• Members were polled to determine availability for the September meeting if it
could be held at 9 a.m. on the regular day of 8 a.m. a week later due to the fact
that a number of committee members would be unable to attend an 8:00 a.m.
meeting on September 3rd. Bobbie will check the room and Oshkosh Media
schedules to let members know the September meeting date and time.
B.) APPROVAL OF MINUTES: July 2, 2019 minutes approved as written. Mr. Blassingame
moved to accept the minutes as written, Mr. Duerkop seconded. Motion carried to accept
the minutes as written.
D.)Citizens Statements-City Clerk Ubrig swore all members in.
E.) NEW BUSINESS:
• Jeanne Tondryk-Time of Your Life Expo-October 1, 2019, from 9 am to 1:30 pm, at the
Convention Center. Ms. Tondryk explained there will be one hour of coffee and light
breakfast. There will be over 80 vendors. Partners are: ADRC, United Way, Winnebago
County Health Department, Oshkosh Seniors Center and Committee on Aging. She
explained there will be free health screening/flu clinic and special entertainment by
Franki Jo Moscato. Franki will entertain at noon. She stated some of the vendors will
be: retirement living; senior homes, attorney, insurance advice person, supplement
companies, Winnebago County Extension, travel agencies, City Departments, Tundra
Land, home medical supply companies. There is no advance registration required. Ms.
Richey stated the October meeting will be abbreviated so members can attend the
conference. She thanked Ms. Tondryk for her time to put this together. Ms. Richey
stated there are vendors that can teach you how to make your home safer. Ms. Tondryk
questioned the rules for the City of Oshkosh regarding installation of a wheelchair
ramp. Ms. Richey responded Larson-Winchester Lions Club will put them in however;
they will not in the City of Oshkosh. This is due to Oshkosh code requiring a more
permanent ramp installation including setting support posts in cement, skirting side
openings, etc., vs the temporary custom ramp installations done by the L-W Lions Club
for easy removal and reuse of ramp sections/materials when the ramp is no longer
needed. Waushara County will put them in, with a portion of the cost paid by receiving
person. Ms. Tondryk stated there is a four hour Safe Driving Course on-line through
AARP and by taking it can lower your insurance 10%. Mrs. Ashton questioned if there
will be a vendor there for veterans and Ms. Tondryk replied a representative from
Wisconsin Veteran's Home at King will be there, the County Veteran's Service Officer
will also be present. Ms. Tondryk explained she has advertised on; website, The
Oshkosh Northwestern, posters and cards throughout the area, The Harald, WOSH,
through emails, phone calls and Facebook.
F.) OLD BUSINESS:
a) Strengthen our Partnership with Neighborhood Assoc. and Other Partners-Lurton
Blassingame-Mrs. Kloeckl announced the Neighborhood Night Out would be taking
place this evening.
b) Affordable Transportation and Delivery Services for Seniors-Judy Richey-Mrs.
Kloeckl stated renewing her license was a complicated process. She was granted a two
month extension so she could gather all the documents she needed to get a REAL ID
compliant driver's license. She explained you need a copy of marriage license, divorce
documents or passport to get the REAL ID license. Your middle name is now required
on your license. Ms. Richey needed to remove her glasses because of light reflection.
The license has a clear circle with your picture in in. Mr. Blassingame stated that as of
the first of the year, a person will not be allowed in a federal building without the REAL
ID, birth certificate or passport. Mrs. Ashton questioned the mandate of the REAL ID;
Mr. Duerkop replied Homeland Security. Clarifying note from Homeland Security
website: Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission's
recommendation that the Federal Government "set standards for the issuance of
sources of identification, such as driver's licenses." It was suggested that we have a
representative from the DMV present on verifications needed to get a REAL ID Driver's
license at a future OCOA meeting. See Attachment A
c) Create Community Design & Policy that supports an Age Friendly community-Jean
Wollerman- None
d) Improve Communication and Visibility of Available Services to Seniors-Ron
Duerkop- see attachment B
G.)OTHER BUSINESS:
a. Discussion and information pertaining to scams targeting senior citizens- See
Attachment C
b. Winnebago county Health Department Update-Theresa Paulis- Discussed many
programs coming up; See attachment D
c. Mrs. Ashton explained if there was a power outage, anything in the freezer will be ok
for 45 hours with the door kept closed; items in the refrigerator will be good for 6
hours providing the door is kept closed. At any time if you are unsure, she stated to
throw it away; the County Health Department has step-by-step ways to clean-up after
a flood.
d. Mrs. Ashton stated concern for those vaping as there were 11 cases in Wisconsin that
have been hospitalized, the cases were teenagers and young adults.

Mrs. Allison-Aasby moved to adjourn at 9:00 am, Mr. Blassingame seconded, motion carried
to adjourn at 9:00 am.
