Rohloff, City Manager DATE: January 17, 2020 RE: Cooperative Purchase of Trimble SX10 Scanning Station for Police Department BACKGROUND The Common Council allocated $80,000 in the 2020 CIP to replace the Police Department's current scanner used on site for the reconstruction of major crash scenes. The current scanner uses 2-D technology that is 12 years old and the unit is no longer manufactured or supported. The Trimble SX10 Total Station 3-D Scanner is now the industry standard and includes all necessary hardware, software and accessories. The SX10 creates highly detailed scans within minutes and multiple scans can be combined to create a scaled diagram. The scaled diagram can then be illustrated with evidentiary items, such as measured distances and angles to produce animated walkthroughs of scenes for investigation and presentations. The SX10 will reduce on-scene time for officers, shorten road closure time and increase officer safety. It is estimated the SX10 may save the Police Department approximately $1,200 for each Crash Team deployment. ANALYSIS Working with Police Department staff, Purchasing confirmed Seiler Geospatial Division has been awarded the Wisconsin state contract (#395002-M18-0510086-000-01) for surveying and mapping equipment, of which the Trimble SX10 is included. As a municipality of the State, the City of Oshkosh can also participate in this cooperative purchasing contract. FISCAL IMPACT The total fiscal impact of the Trimble SX10 scanning station equipment and software via the cooperative purchasing program is$68,639.56. This purchase will be charged to CIP A/N#: 0323-0211-7204-65004. RECOMMENDATION Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative purchases pursuant to a contract with any other local, state or federal governmental unit or agency may be made without following a competitive bidding or quotation process. In accordance with Section 12- 15 of the Municipal Code, I am hereby submitting a report of this purchase to the Common Council.
