HomeMy WebLinkAbout20. 20-51 JANUARY 14, 2020 JANUARY 28, 2020 20-26 20-51 ORDINANCE FIRST READING SECOND READING (CARRIED 6-0 LOST LAID OVER WITHDRAWN ) PURPOSE: UPDATE PARKING REGULATIONS ON 3RD AVENUE AND MACARTHUR ROAD INITIATED BY: TRAFFIC AND PARKING ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to Parking Regulations on Designated Streets and Alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS 3rd Avenue Add Thereto: No parking, south side, from Ohio Street to 920 feet west and north side, from Ohio Street to Idaho Street MacArthur Street Add Thereto: No parking, south side from County Road A to Cozy Lane SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. Please take notice that the City of Oshkosh enacted ordinance #20-51 on January 28, 2020, UPDATE PARKING REGULATIONS ON 3RD AVENUE AND MACARTHUR ROAD (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS). The ordinance updates parking regulations on 3rd Avenue between Ohio Street and Idaho Street and on the south side of MacArthur Road between County Road A and Cozy Lane. Clerk's phone: 920/236-5011. eill% City OT Oshkosh TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins,Transportation Director DATE: January 10, 20120 RE: Designate No Parking on MacArthur Street and 3rd Avenue (Traffic and Parking Advisory Board recommends approval) BACKGROUND MacArthur Avenue is only 18 feet wide. Residents are having a hard time traveling to and from their homes with vehicles parking on the road. The vehicles appear to be parked to access the channel for fishing. The Streets Division reported plows and large trucks are having difficulty entering and exiting the new Department of Public Works garage with vehicles parked on 3rd Avenue. The Traffic and Parking Advisory Board recommends approval. (5-0) ANALYSIS The vast majority of vehicles traveling on MacArthur Avenue are residents of the neighborhood. Based on the city's warrants,no parking on at least one side is warranted. The traffic and parking review board recommends no parking from County Highway A to Cozy Lane on the south side. There is sufficient off street parking on 3rd Avenue available. The risk of parked vehicles being hit with large vehicles coming and going throughout the day is greater than the benefit of the on street parking. FISCAL IMPACT The fiscal impact of these ordinances is the cost of signage. The signage cost would come out of the Sign Department operational budget. RECOMMENDATION I recommend that the Common Council approve these modifications to Section 27A-11 of the Municipal Code pertaining to parking regulations on designated streets and alleys.
