HomeMy WebLinkAbout18. 20-49 JANUARY 28, 2020 20-49 RESOLUTION (CARRIED 5-1 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE THE SALE OF FERMENTED MALT BEVERAGES IN MENOMINEE PARK BY PARKS DEPARTMENT STAFF INITIATED BY: PARKS DEPARTMENT BE IT RESOLVED by the Common Council of the City of Oshkosh that pursuant to Sec. 125.06(6) of the Wisconsin Statutes, the proper Parks Department staff are authorized to sell fermented malt beverages in at the Children's Amusement Center located at 580 Pratt Trail in Menominee Park in accordance with the regulations established by Chapter 125 of the Wisconsin Statutes and Chapter 4 of the Oshkosh Municipal Code. City Oshkosh DATE: January 21,2020 TO: Honorable Mayor and Members of the Common Council FROM: Jenny McCollian,Parks Revenue Facilities Manager SUBJECT: Approve the Sale of Fermented Malt Beverages in Menominee Park by Parks Department Staff BACKGROUND Parks Department staff are proposing to host Beer Gardens the second Wednesday of each month throughout the summer from 5pm-9pm.The goal is to bring more awareness to the Menominee Park Children's Amusement Center/Concessions area and increase revenues for these operations which have been struggling. Several other municipalities have implemented Beer Gardens in their parks and have had great success with them. Beer Gardens create a sense of community and allow friends and neighbors to gather in parks. ANALYSIS The Beer Gardens would be a family-friendly,free event that would include food trucks, beverages, live music, outdoor yard games as well as other activities for families to enjoy.We believe that this will help bring families to the park in the evening hours similar to how the Tuesday evening concert series brings families to the Leach Amphitheater. Section 125.06(6)of the Wisconsin Statutes provides that employees of the municipality can sell fermented malt beverages in parks when authorized by the legislative body. The resolution that is included for action will provide us that authorization. This is the same process that the City utilized in 2017 to authorize City employees to sell fermented malt beverages at the Leach Amphitheater. The Advisory Parks Board unanimously recommended hosting Beer Gardens at the December 8, 2019 meeting. FISCAL IMPACT We intend to find sponsors that will help support this community event. We anticipate that we will be able to generate approximately$5,000 in revenue from the Beer Gardens. RECOMMENDATION Staff recommends the Common Council adopt the resolution.
