PURPOSE: APPROVE PURCHASE OF 2020 POLICE VEHICLES TO EWALD
AUTOMOTIVE GROUP FOR POLICE DEPARTMENT($167,925.00)
INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the Police Department has determined a need to purchase new
vehicles which include: four (4) Ford Interceptor Utilities and one (1) Ford F-150 Police
Responder 4WD SuperCrew pickup truck; and
WHEREAS,by participating through the State of Wisconsin Cooperative Purchase
program, staff was able to obtain a more competitive price; and
WHEREAS, section 12-15 of the City of Oshkosh Municipal Code provides that
purchases may be done without the use of formal sealed quotations or bids pursuant to
a contract with any other local, state or federal governmental unit or agency; and
WHEREAS, Ewald's Automotive Group holds the State of Wisconsin's
Department of Administration contract for Law Enforcement Vehicles.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-15 of the Oshkosh Municipal Code to purchase the above mentioned vehicles
from:

Total: $167,925.00

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Approve Purchase for 2020 Police Vehicles to Ewald Automotive Group for Police
Department($167,925.00)
BACKGROUND
In the capital outlay of the 2020 Police Department Operating Budget the Common Council allocated
funds for the purchase of police vehicles. The Police Department has determined the following vehicles
will address this year's needs: four(4)Ford Interceptor Utilities and one(1)Ford F-150 Police Responder
4WD SuperCrew pickup truck.
ANALYSIS
Purchasing has confirmed that Ewald Automotive Group holds the State of Wisconsin Department of
Administration contract(#505ENT-M19-2019VEHICS-00) for Law Enforcement Vehicles.
FISCAL IMPACT
The total fiscal impact for these vehicles pursuant to state contract is $167,925.00 The 2020 Police
Department operating budget has approximately $203,500.00 in their motor vehicles account available
for these purchases. This purchase will be charged to 100-0211-7210-00000. The remainder of this budget
will be used for light bars and other accessories needed to fully equip these vehicles.
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative
purchases pursuant to a contract with any other local, state or federal governmental unit or agency may
be made without following a competitive bidding or quotation process. In accordance with Section 12-
15 of the Municipal Code and with approval by the City Manager,Purchasing recommends the Common
Council approve this purchase pursuant to the State of Wisconsin Cooperative Purchase for Law
Enforcement Vehicles for the Police Department to Ewald Automotive Group, 2570 E. Sumner Street,
Hartford,WI,53027 for$167,925.00.
