OSHKOSH COMMITTEE ON AGING (COA) MINUTES
December 3, 2019
A.)Ms. Richey called the meeting to order at 8:10 a.m.
B.) PRESENT: Heidi Basford-Kerkhof; Ron Duerkop; Judy Richey; Lurton Blassingame;
Julie Kiefer; Xandy Kloeckl; Julie Maslowski; Sue Ashton
EXCUSED:
ABSENT: Deb Allison-Aasby
STAFF: Jean Wollerman, Senior Services Manager
C.)APPROVAL OF MINUTES: November 5, 2019 minutes approved as written. Mr.
Blassingame moved to accept the minutes as written, Mrs. Maslowski seconded. Motion
carried to accept the minutes as written.
D.)Citizens Statements-
• Mrs. Roberts from Winnebago County Health Department, gave an update on the Falls
Prevention Grant; she stated they need more of an attendance at the remaining sessions.
The results will be in the beginning of 2020. She reminded everyone that they can also
take the Polco Survey. Mr. Duerkop questioned the survey. Anne Schaefer from the
City attended an Altrusa meeting where she shared information on the Falls Prevention
Survey and had members participate.
• Michelle Graf, Owner/Senior Care Advisor of Care Patrol of Northeast Wisconsin, they
help families find the best care for their elders. Mrs. Maslowski commented on their
service. Mr. Duerkop questioned the area of service they provide. Ms. Graf stated
mostly Oshkosh and the Fox Cities, they can reach outlying areas but concentrate more
on the Oshkosh and Fox Cities.
• @) Mrs. Ceman, ADRC, spoke on elder abuse funds. She stated they received a grant,
8521 that specializes in transportation. Provide ADA for 60 and older. ADRC is
attending the business expo on January 301h at the Convention Center. On April 201h
from 4 to 6 pm the ADRC will be hosting a Community Education Event with an Elder
Law Attorney and Financial Advisor. to try to reach families who care for elderly family
members. She stated she will be going to United Way site training to learn how to post
for volunteer opportunities on the website.
E.) NEW BUSINESS:
• Mrs. Maslowski stated the Senior Resource Group provides a monthly platform for
networking and educating attendees on various senior topics. The 2020 schedule will
alternate between Oshkosh and Fond du Lac area
F.) OLD BUSINESS:
Ms. Richey challenged the committee's work groups to review where they are currently with
the strategic plan, where they are going and where they would like to be in the future. They
should report back at the February meeting.
a) Strengthen our Partnership with Neighborhood Assoc. and Other Partners-Lurton
Blassingame-The neighborhood Associations will not be meeting in November and
December.
b) Affordable Transportation and Delivery Services for Seniors-Judy Richey-Ms. Richey
reminded everyone to be careful with packages left on porches.
c) Create Community Design & Policy that supports an Age Friendly community-Jean
Wollerman-Mrs. Wollerman shared the Energy Assistance Program found on page 27
of the Oshkosh Seniors Center, The Current.
d) Improve Communication and Visibility of Available Services to Seniors-Ron
Duerkop-Mr. Duerkop reported on:
• Reviewing Medicare Open Enrollment; ends on Saturday, December 7
• Assembly Bill 76, Governor Evers vetoed the Republican—led effort to slash required
training hours for CNS's by half. Quality Care for Nursing Home Residents Act of
2019 addresses staffing, other critical issues. Mrs. Maslowski Governor Evers created a
Caregivers Task Force to report in February with results.
• Medicare Rights: Medicare Part B Premium Announced for 2020; starting January 1 the
standard Part B premium will increase from $135.50 to $144.60 per month. Individuals
will see an increase of 1.6% in their Social Security Benefits-an average of about $24 per
month. There will be an increase in the Medicare Part B annual deductible, from $185
in 2019 to $198 in 2020.Beginning January 1 Medicare Part B will also cover treatment
for Opioid Use Disorder.
• Some supplemental benefit may be covered by a Medicare Advantage Plan that is not
covered by Original Medicare. Supplemental benefits are; Dental Care; Vision Care;
Hearing Aids and Gym Memberships; Meal Delivery; Transportation for non-medical
needs; Home Air Cleaners; Pest Remediation and Heart-Healthy food or produce.
Beginning in 2020 Medicare Advantage Plans can begin covering supplemental benefits
that are not primarily health-related for beneficiaries who have chronic illnesses. In
order to be eligible for the new categories of supplemental benefits, you must be
considered chronically ill.
• The Quality Care Act for Nursing Home Residents has been introduced in Congress as
HR 5216 and S2943. It would require a minimum if 4.1 hours of direct care per resident
per day and would help prevent falling problems.
G.)OTHER BUSINESS:
• Discussion and information pertaining to scams targeting senior citizens- Ms.
Richey reported of current scam right that calls people to purchase gift cards for
law enforcement agencies. While those agencies do use gift cards for people in
crisis situations, etc., they will never call requesting them. Mr. Duerkop shared
some on—line shopping tips: use credible stores; use credit cards; use private Wi-
Fi, not public; don't save card information on-line; refuse to share information; use
pass phrase not pass words and use a different email for shopping
• ADJOURNMENT: Mrs. Kloeckl moved to adjourn at 9:03 am, Mrs. Kiefer
seconded, motion carried to adjourn at 9:03 am.
