NEW BUSINESS
1. A REQUEST FOR BIKE LANES ON EAST AND WEST SNELL AVENUE, BOTH
SIDES FROM JACKSON STREET TO MOSER STREET (CURRENT CONDITION: 2
LANE ROAD, NO BIKE LANES). BIKE AND PEDESTRIAN ADVISORY
COMMITTEEE RECOMMENDS APPROVAL
Bike lanes on East Snell Road would help connect bicyclists to Winnebago County Park
and connect to the bike lane on North Main Street.
The board asked staff to look into the potential for a 10 foot shared use path on the
north side of the road in lieu of bike lanes. Staff researched this option and still
recommends bike lanes as Traffic volume on Snell Road is relatively light. The Average
Annual Daily Traffic (AADT) is 6,900 just east of Jackson Street and 3200 just west of
County Highway A. [For comparison, the AADT at the intersection of Algoma and
Murdock is about 9,500, the AADT at the roundabout of Jackson and Murdock is about
16,000].
The issues with a shared use path are as follows:
- The pavement will remain 46’ wide therefore additional right of way would be
needed for a path.
- There is a significant cost increase and negative impact to property owners if
land acquisition is needed.
- Resources are not available to maintain a multi-use path in this area. The city
requires property owners to maintain sidewalks, but not paths.
- Bike lanes are consistent with the City’s Council approved bike and pedestrian
plan and connect well with the bike lanes on N. Main Street, paths in County
Park and will connect to future planned bike lanes on Snell (west of Jackson
Street). Plan consistency and flow is important.

We did hear the concerns about bike and pedestrian crossings and decided we will
install a crosswalk with push button activated rectangular rapidly flashing beacons
(RRFBs) at the intersection of North Main Street and Snell Road. Winnebago County
Park is a major origin and destination therefore, RRFBs are justified.
