II-APPROVE MINUTES OF NOVEMBER 19,2019 MEETING There was no discussion on this item. Sandy Prunty motioned to approve the minutes of the November 19, 2019 meeting as presented. Kris Larson seconded the motion which passed unanimously. III-POLICING/TRAFFIC/PARKING ENFORCEMENT ISSUES Sergeant Cristopher Gorte reported during the past month: • 3 traffic accidents • 2 operating while intoxicated • 3 reports of retail thefts • Incident at Burger King involving juveniles requiring officer assistance Chair Lang asked if it would be possible to place "slow down" signs on the centerline of N. Main Street, especially where the road narrows by the bump outs. Sergeant Gorte replied the Police Department only has a few of them and are in high demand. Ms. Lang suggested maybe the BID could look into purchasing a few. Sergeant Gorte replied he would look into pricing and report back next month. Marla Ainbas arrives at 8:09 a.in. IV-APPROVE DECEMBER,2019 MONTHLY FINANCIAL REPORT BID Manager Daniels reported that she was hoping to reconcile the 2019 financials by mid- January, 2020. There was no other discussion on this item. Sandy Prunty motioned for approval of the November Monthly Financial Report as presented. Chanda Anderson seconded the motion which passed unanimously. DOWNTOWN OSHKOSH BID BOARD MINUTES S m p wnI-IJouin December 17 2019 Oshkosh V-BID STRATEGIC PLAN DISCUSSION/UPDATE/PREPARATION Ms. Daniels reported the survey that went out to the tenants and property owners in the BID ends tomorrow. The Board will see the results prior to the January 1511,planning meeting. She added the BID Board Member survey is going out on December 2611, and will be due on January 10th. Ms. Daniels reminded the Board the strategic planning session will be January 15, 2020 from 5:00 p.m. to 8:30 at Beckets. VI-BID MANAGER POSITION-PENDING VACANCY&HIRING REPLACEMENT Ms. Lang reported the BID Manager's job description from 2016 was updated to reflect Ms. Daniel's current responsibilities. Ms. Lang added that recommendations from the Strategic Plan could impact the description, additional staff and possible move to the downtown. Ms. Lang reminded the Board the Ms. Daniels's last day is December 31yt. Ms. Daniels will be available on a limited basis during the month of January to assist with day-to-day activities. Ms. Daniels will be compensated for time and mileage. Ms. Lang said the BID Manager position will be posted through the Chamber as well as the American Planning Association Wisconsin Website through the city with a starting salary between$35,000 and $45,000,based on qualifications. Ms. Lang said she would serve on the hiring committee and asked the Board for additional volunteers. Kris Larson,Jim Evans and Chanda Anderson volunteered. Mr. Evans asked Ms. Daniels if any of her current interns are qualified or interested. MS. Daniels responded that one is moving to Milwaukee and the other has one year of school remaining. Jill Anderson asked what kind of qualifications the position requires. Ms.Daniels responded someone with a business and/or marketing background, good with graphic design,web skills and a lot of energy. VII-DOWNTOWN SEAGULL MITIGATION UPDATE Ms. Prunty reported she is working with Charles Lovell with the USDA to get a proposal for the BID. Ms. Prunty said she is currently taking inventory of the type of roof accesses buildings have in the project area. VIII-BEAUTIFICATION UPDATE AND DISCUSSION Ms. Daniels reported the Holiday Parade generated approximately$12,900 in revenue which will be used for 2020 holiday decor. She also said that she placed a donor link on the Downtown website that connects to the account held by the Oshkosh Community Foundation. DOWNTOWN OSHKOSH BID BOARD MINUTES S m p wnI-IJouin December 17 2019 Oshkosh Ms. Daniels said the 2020 contracts have been completed for banner installation and landscaping and flower pots. Ms. Daniels said 2020's wish list project is to landscape the rock area in the 400 Block East Parking Lot and possibly the State Street Islands. IX—BID MANAGER AND BID COMMITTEE REPORTS BID Manager Daniels presented a summary of her activities over the past month as outlined in the BID Manager's report, included in the BID packet. Highlights include: • The BID's contract for social media has been renewed through March of 2020 for $630 per month. • Oshkosh Corporation was overwhelmed and happy with the Holiday Parade. They may be interested in being the corporate sponsor again in 2020. • Updating the 2020 Downtown Directory. Should be completed by the time she leaves. X—OTHER BUSINESS Michael Cooney reported the last Winter Farmers Market at the Convention Center had a very good turnout with approximately 1,800 people attending. He added there was no update with the Marketing Committee and the organization is currently working on a strategic plan. Ms. Prunty reported Whoville was very successful and super busy. The Oshkosh Public Library said they had over 500 more visitors than last year. Mr. Evans presented Ms. Daniels a gift for her time serving as BID Manager.
