PURPOSE: APPROVE PURCHASE OF BALLISTIC PROTECTION
EQUIPMENT FOR THE OSHKOSH FIRE DEPARTMENT
($26,409.05)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the Fire Department is in need of ballistic protection for emergency
responders; and
WHEREAS, the Fire Department has conducted extensive research on ballistic
protection manufacturers and concluded that the equipment from Blue Line Innovations,
LLC best fits the needs of the department; and
WHEREAS, on May 7, 2019 Council approved the purchase of 11 sets of ballistic
protection for the Fire Department emergency responders; and
WHEREAS, the Fire Department would like to purchase an additional 19 sets of
ballistic vests and helmets so as to equip all on duty Fire Department personnel in the
event of a response to an active threat; and
WHEREAS,the total cost of this equipment for the Fire Department is fully funded
through donations.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to purchase ballistic protection equipment
from:

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for

RE: Approve Purchase of Ballistic Protection Equipment for the Oshkosh Fire Department

BACKGROUND
On May 7, 2019 the Oshkosh Common Council approved the purchase of 11 sets of ballistic protection
for Oshkosh Fire Department emergency responders. This purchase was funded secondary to a grant
from Capital Credit Union. Prior to the purchase the Fire Department conducted extensive research on
ballistic protection manufacturers and concluded the vests, helmets and armor plating from Blue Line
Innovations, LLC best met the needs of the department. At this time the Fire Department would like to
purchase the remaining ballistic protection equipment necessary so as to equip all on duty Oshkosh Fire
Department personnel in the event of a response to an active threat.
ANALYSIS
To fully protect all on duty fire department personnel an additional 19 sets of ballistic vests and helmets
would need to be purchased. Through generous donations to the Oshkosh Fire Department specifically
for this needs the funding has been secured. In order to maintain standardization and compatibility with
the existing equipment staff recommends that the same ballistic protection equipment be purchased from
Blue Line Innovations,LLC.
FISCAL IMPACT
The cost for 19 ballistic vests and helmets from Blue Line Innovations, LLC is $26,409.05. The purchase
is being charged to A/N#0235-0230-6550-80901. This purchase is fully funded through donations by J.F.
Ahern Company, Oshkosh Corporation, the Lasky Family, Schiek Sports, and the Oshkosh Area
Community Foundation. The only financial impact to the City of Oshkosh may be for maintenance,
repair, and replacement.
RECOMMENDATION
Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases
may be made without following a formal competitive bidding process when the purchase is from only
one source of supply or when standardization or compatibility is the overriding consideration. In
accordance with Section 12-11 of the Municipal Code and with approval by the City Manager,Purchasing
recommends the Common Council approve the ballistic protection purchase from Blue Line Innovations,
LLC, 1128 Royal Palm Beach Blvd. Suite 500,Royal Palm Beach, FL 33411 in the amount of$26,409.05.
